This position is responsible for the administration of organizational environmental policies and procedures.

The Transit Environmental Specialist supports the implementation and administration of RTD’s environmental programs to ensure compliance with applicable federal, state, and local regulations. This role works across transit operations and facilities to support hazardous materials management, environmental inspections, permitting, and reporting while helping reduce environmental impact across the District.

DUTIES & RESPONSIBILITIES:  

ESSENTIAL:

Competency 

  • Supports environmental compliance activities pertaining to hazardous material management, storm water best management practices, stationary source air emissions, underground storage tank regulations, and infrastructure projects involving environmental concerns. 

  • Administers environmental policies, procedures, and permits to ensure compliance with applicable regulatory requirements.

  • Manages environmental risks to ensure the health, safety, and well-being of the agency and its employees. 

  • Conducts environmental inspections to ensure compliance with applicable State, federal, and local municipality regulations. 

  • Manages hazardous materials through hazard identification, waste profiling, compliant packaging, accurate manifesting, and appropriate spill response measures. 

  • Supports internal staff and contractors in environmental decision-making processes to achieve regulatory compliance, and reducing safety and environmental risks to the agency while making sound business decisions in allocation of taxpayer funds. 

  • Ensures environmental compliance through proper sampling practices, field data collection, inspection reporting and documentation, facility site observations, regulatory reporting, and third-party environmental consultant inspections and reports. 

  • Conducts training on the RTD’s environmental management and hazardous material program. 

  • Completes environmental compliance inspection reports across facilities

  • Maintains and updates permits for compliance with applicable and evolving regulations.  

  • Responds to incidents and supports emergency response activities as needed.

QUALIFICATIONS:

Required Qualifications:  

  • Bachelor's Degree in Environmental Management, Environmental Science, Environmental Engineering, Sustainability, or related field.

  • Required Certification:  TSSP, or ability to achieve certification within three years 

  • A minimum of three (3) years of experience in environmental compliance or a related field, including experience with environmental inspections, permitting, hazardous materials, and/or regulatory reporting. 

  • Ability to work flexible hours to support emergency response for accidents and incidents. 

 

Preferred Qualifications:  

  • Professional environmental certifications (e.g., Qualified Industrial Stormwater Inspector, Qualified MS4 Stormwater Compliance Professional, Certified Hazardous Material Manager (CHMM), Certified Industrial Hygienist (CIH), Certified Asbestos Building Inspector (CABI), Asbestos Management Planner, Underground Storage Tank A/B Operator, DOT Hazardous Material Ground Shipper Certification, ISO 14001:2015 Environmental Management System Lead Auditor Certification, Hazardous Waste Operations and Emergency Response (HAZWOPER), Certified Safety Professional (CSP)) 

  • Experience in a transit, public-sector, highly regulated, or related industry 

 
OR:

An equivalent combination of education, experience, knowledge, skills, and abilities. 

 

Key Competencies & Characteristics: 

  • Knowledge of environmental regulations and compliance requirements (e.g., NFPA, IBC, IFC, ANSI, ISO, OSHA, DOT, FTA, FRA, EPA, COPUC, OPS, CDPHE). 

  • Knowledge of operations and maintenance activities as they relate to environmental safety compliance requirements. 

  • Proficiency with the International Organization for Standardization (ISO) management systems and environmental compliance standards. 

  • Knowledge of environmental compliance systems and tools used for reporting, tracking, and documentation (e.g., (NetDMR, CEOS, UST monitoring systems, COSTIS, EPA, GIS, SDS databases)

  • General knowledge of scientific principles applicable to environmental safety compliance (e.g., chemistry, biology, and related areas)

  • Strong written and verbal communication skills, including the ability to communicate specialized information effectively to diverse audiences. 

  • Ability to analyze data, assess challenges, develop strategic solutions, and implement improvements.  

  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details. 

  • Ability to work independently and collaborate effectively with internal teams, external partners, and regulatory agencies. 

  • Proficiency with Microsoft Office Suite.

Pay Range:

$92,003.00 - $129,954.50 Annual
