[What the role is]
The Senior Manager (Grassroots Revenue & Tenancy) manages commercial tenancy operations and revenue contracting for Community Clubs, supporting the Assistant Director in establishing governance frameworks and ensuring compliance across Constituency Offices. The role leads a small team to optimize lettable space, maintain digital operational systems, and guide field staff on revenue contracting and tenancy management practices. Through sound governance and operational rigor, this role contributes to PA's mission by ensuring Community Clubs are well-resourced and sustainably managed to serve residents.[What you will be working on]
• Optimize commercial tenancy and revenue performance by executing lettable space optimization plans and coordinating with Constituency Officers on tenancy portfolio management and new business development opportunities; to maximize revenue returns for Community Clubs.
• Establish and implement revenue contracting procedures by reviewing contract terms for compliance, managing approval of workflows, and ensuring adherence to pricing guidelines and regulatory requirements, to strengthen governance across Community Clubs.
• Monitor Community Club commercial tenancies and work with Constituency Offices to ensure timely renewal and tendering for new tenancies, to minimize revenue gaps and maintain continuity of commercial operations.
• Deploy and maintain digital tools for tenancy and trade fair operations to enhance governance frameworks and improve operational efficiency across Community Clubs.
• Develop operational manuals and deliver training programmes for Field Governance Office and Constituency Office staff on revenue contracting, tenancy management, and trade fair operations, to build ground-level capability and ensure consistent compliance.
• Prepare annual budget submissions, monitor expenditure against allocations, and provide regular financial reporting and analysis on sectional performance and cost optimization opportunities, to support sound resource management.
• Liaise with internal and external auditors on commercial operations matters and implement corrective actions to strengthen governance frameworks and operational controls.
• Analyze operational data and stakeholder feedback to identify process improvements and recommend practical solutions that enhance operational effectiveness and tenant satisfaction.
[What we are looking for]
Must-haves:
• At least 5 years of working experience in corporate governance functions such as finance, procurement, revenue management, or related operational areas.
• Familiarity with government procurement and revenue contracting policies and procedures, including the Instruction Manual on Revenue Contracting.
• Strong analytical and problem-solving skills, with the ability to interpret operational data and translate findings into practical improvements.
• Effective communication and stakeholder engagement skills, with the ability to guide and advise Constituency Office staff and Field Governance Office officers on governance and compliance matters.
• Ability to supervise and develop a small team, providing clear direction and performance oversight.
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) for reporting and documentation purposes.
Nice-to-haves:
• Prior experience in tenancy or revenue contracts management, preferably in a community, public sector, or property management setting.
• Familiarity with GeBIZ and Workday (or equivalent government procurement and finance systems).
• Experience in deploying or maintaining digital tools to support operational workflows.
• Adept at managing change, fostering innovation, and driving results in a dynamic environment.
