Position Overview
The Executive Business Officer serves as a senior leader responsible for integrating continuous improvement, quality assurance and compliance programs into the University’s business operations in support of the university’s mission and strategic goals. Reporting to the Vice President for Finance and Chief Financial Officer, the Executive Business Officer provides strategic oversight to ensure efficient, ethical, and effective business operations while promoting a culture of accountability, service excellence, and institutional effectiveness. The position also serves as a member of the President’s University Leadership Council.
The Executive Business Officer leads and oversees the University’s dining, concessions, catering, food truck, and vending contracts and services; the campus bookstore contract and mail services; parking and transportation services; housing fiscal operations and summer camp administration services; procurement, contracts and supply chain services; university property leases administration, and the event planning office. The position plays a critical role in financial stewardship, risk management, policy development, and data-informed decision-making, working collaboratively with executive leadership to advance student success, operational excellence, and long-term institutional sustainability.
Essential Duties and Responsibilities
Leadership & Strategy
Serve as a senior leader responsible for integrating institutional business operations, quality assurance, compliance, and performance improvement in support of the university’s mission.
Partner with the Vice President of Finance and CFO to develop and implement strategic, academic support, and operational plans that advance student success, fiscal sustainability, and institutional effectiveness.
Provide executive leadership that aligns business practices, quality outcomes, and accreditation expectations across academic and administrative units.
Prepare and present reports, analyses, and recommendations to executive leadership, shared governance bodies, and the governing board.
Serves as a member of the President's University Leadership Council.
Institutional Effectiveness & Quality Assurance
Lead the institution’s quality assurance and continuous improvement framework for business operations, ensuring alignment with regional accreditation standards, state requirements, and internal policies.
Oversee institutional effectiveness functions, including assessment, performance metrics, outcomes tracking, and continuous improvement initiatives.
Ensure consistent use of data to evaluate operational performance, service quality, and compliance.
Coordinate preparation for and response to program reviews, audits, and external evaluations related to fiscal, operational and administrative functions
Business Operations & Financial Stewardship
Provide executive oversight of major administrative and business functions to ensure efficient, ethical, and cost-effective operations.
Establish and monitor key performance indicators (KPIs) related to business operations, service delivery, and resource utilization.
Identify opportunities to improve process efficiency, reduce risk, and enhance service quality while maintaining compliance with institutional and public-sector requirements.
Promote strategic sourcing, cooperative purchasing, and contract management best practices to maximize value and efficiency.
Data Analytics & Reporting
Oversee the collection, analysis, and reporting of business, quality, and performance data.
Ensure accuracy, integrity, and timely availability of data for executive and board-level decision-making.
Leverage analytics and benchmarking to monitor trends, measure outcomes, and drive improvements.
Compliance, Risk, and Regulatory Oversight
Ensure institutional compliance with laws, regulations, and policies impacting business operations and quality.
Lead or support internal audits, compliance reviews, and corrective action plans related to administrative and financial functions.
Identify, assess, and mitigate enterprise-level risks, including operational, financial, contractual, reputational, and compliance risks.
Required Qualifications
Required Education
Master’s degree in Business Administration, Higher Education Administration, Finance, Accounting, Engineering, Information Technology or other related field.
Required Experience
Eight years of progressively responsible leadership experience with significant responsibility for business operations, continuous improvement, quality assurance, or institutional effectiveness.
Experience in managing a public facing business providing goods and services directly to end consumers
Experience in managing third party vendor relationships
Knowledge, Skills, and Abilities
Ability to influence, align, and motivate frontline teams without direct reporting authority and building trust and creditability with the university’s leadership
Ability to exercise sound judgment and discretion in high‑risk, high‑impact business and contractual decisions.
Ability to design and document end-to-end operational processes that improve efficiency, consistency, and control
Skilled at planning, modeling, and revenue forecasting across business operations
Skilled at strategic planning with the ability to align business operations and quality outcomes to institutional mission
Skilled at project and change management, including leading large, cross functional initiatives
Skilled in analytical problem‑solving, with the ability to interpret complex data and regulatory requirements
Skilled in oral and written communications, including the ability to present clearly to senior leadership and campus stakeholders.
Knowledge of AI applications designed to streamline processes and create cost saving opportunities
Knowledge of Lean Six Sigma at the green or black level with the ability to coach others in the application of Lean tools and methodologies
Knowledge of applicable state and federal laws, regulations, grant requirements, and accreditation standards impacting higher education business operations.
Knowledge of quality assurance, continuous improvement, performance measurement, and risk management frameworks.

Additional Information
A federal proclamation issued on September 19, 2025, imposes a $100,000 fee on new H-1B petitions filed after September 21, 2025. Texas A&M University-Kingsville will not pay this fee. In addition, on January 27, 2026, Texas Governor Abbott issued a moratorium on the filing of any new H-1B petitions unless approved by the Texas Workforce Commission.
