
Other Transaction Agreement (OTA) Program Manager
Job Description
Responsible for leading all programmatic, contractual, and stakeholder‑facing activities under an Other Transaction Agreement (OTA). Serves as the primary liaison with the CMO and government sponsor, ensuring all requirements, milestones, and reporting obligations are met. Manages communications, documentation, and status updates with external partners while overseeing cost share tracking, funding drawdowns, and invoicing. Coordinates internal teams to maintain compliance with DPA, ITAR, CUI, and related regulations. Conducts program and contract risk analysis, delivers executive‑level briefings, leads public relations engagement with industry and community stakeholders, and ensures accurate recordkeeping in alignment with OTA and company policies.
