Job Description

Organizational Overview: Goddard Riverside Community Center (Goddard Riverside) and the Stanley M. Isaacs Neighborhood Center (Isaacs Center) are well-established Manhattan community-based agencies that support services to approximately 30,000 New Yorkers. Position Summary: Oversees daily administration of multiple benefit-related human resource programs and services, including health and welfare plans, retirement savings plans, work/life/wellness, or other agency-sponsored programs and union-sponsored programs. Supports the Director or Benefits for the contact of benefit carrier and acts as liaison between employees and third-party administrators or service providers to resolve or answer claim issues and services-related concerns.

 

Schedule: Monday-Friday 9:00am-5:00pm (60 min lunch)

 

Salary Range: $65,000 - $70,000

 

Candidates must have the required qualifications to be considered for the position. The salary offer will be based on the candidate’s number of years experience in the exact or comparable position and additional preferred qualifications will be taken into account.

Roles, Responsibilities and Essential Duties 

  • Responsible for understanding plan design and administrative practices to answer employees' questions involving eligibility, plan/policy interpretation, and participant account management. 

  • Works with benefit carriers and brokers to ensure that all eligible employees receive the proper coverage per their eligibility and enrollment 

  • Coordinate benefit orientations for all eligible employees (including union employees); as well as annual benefit educational meetings during open enrollment periods 

  • Responsible for all enrollments, changes, and terminations in all benefit plans. Adheres to IRS Sec. 125 regulations for open enrollment/changes in status; 

  • Maintenance of benefit records and any material supporting changes related to qualifying events 

  • Responsible for the maintenance of employee benefit data in Paycom to ensure proper deductions from paychecks and proper benefits tracking for ACA and other compliance reports 

  • Support the Director of Benefits by reviewing all benefits invoices for accuracy and reconciling plan members and coverage levels monthly.  

  • Responsible for all retirement plan enrollments/changes and database maintenance.  

  • Issues appropriate notices and plan communications as may be necessary. 

  • Responsible for the preparation and maintenance of all COBRA and life insurance conversion related information; 

  • Assists the Director of Benefits with the compliance of all COBRA and HIPPA rules and regulations; 

  • Responsible for handling and the security of employees' protected health information. 

  • Responsible for filing WC/STD/PFL claims and responding to carrier inquiries. 

  • Main customer service liaison with Goddard Riverside employees; includes responding to employee requests for information and problem-solving via phone, email, and in-person appointments 

  • Generates periodic (daily, weekly, monthly, etc.) Paycom reporting which may include detail and/or summary level information for use in management reports, or various HR-related initiatives, etc. 

 

Specific Duties: 

  • Ensures proper and timely processing of enrollments, status changes and termination of benefits coverage; coordinates with payroll to ensure that all enrollments, terminations and change data are reflected timely in HR and Payroll systems 

  • Responds to employee questions regarding benefits programs. Provides services to employees to answer their benefit questions, handles and resolves escalated employee concern.  

  • Compiles census data during annual benefit renewals. 

  • Assist the Director of Benefits throughout the open enrollment process prepare benefit packages, reviews, and tracks enrollments, etc. 

  • Develops and maintains relationships with insurance carriers, third-party administrators, brokers. 

  • Administers and maintains the FSA plans by reconciling the bi-weekly scheduled deductions file against payroll records; identifies potential discrepancies 

  • Prepares standardized COBRA eligibility letters and other benefits information for terminated employees and addresses specific concerns. 

  • Perform other related duties as assigned by management including benefit related activities and assistance in the implementation of new benefit programs; 

  • Other benefits and compensation projects as needed. 

 

Qualifications/Educational Requirements

  • 2+ years of combined experience with HRIS, Payroll, and benefit carrier database systems with demonstrated working proficiency with spreadsheet and database/reporting applications 

  • Minimum 2 years demonstrated experience administering employee benefits including knowledge of Medical, Dental, Vision, Life, LTD, STD, 403(b) retirement plan, and voluntary benefit plans along with HIPPA regulations, ERISA, COBRA, FMLA and other federal and state statutes. 

  • Prior knowledge of Workers' compensation, FMLA, PFL, NY State disability benefits, and claims reporting. 

  • Proficient with MS Office suite (Word, Excel, Power Point); 

  • Strong customer service, written and verbal communication skills. 

  • Demonstrated success prioritizing multiple tasks and work in a high volume and fast paced environment 

  • Demonstrated ability to resolve problems and follow through on commitments 

  • Self-motivated, proactive, accountable, and willing to work toward the resolution of complicated employee benefit issue 

  • Maintains knowledge of government regulations, benefit program trends, and prevailing practices among similar organizations 

  • Good organizational skills; detail-oriented and able to keep complete and accurate records 

  • Technologically savvy; good familiarity with systems 

  • Ability to ensure integrity of information and workflow processes
