Scope of Eligibility
Open to permanent employees in a competitive title who work for the Office of Environmental Justice Division and meet the requirements below.
Description
Under general supervision of an Administrative Analyst 4 or other supervisor in a state department, institution, or agency, performs the review, analysis, and appraisal of current department administrative procedures, organization, and performance and helps to prepare recommendations for changes and/or revisions; does other related duties.
Specific to the Position
Provides analytical, technical, and project management support for the Department’s environmental justice initiatives, including implementation of Executive Order 23, and Environmental Justice Advisory Council (EJAC) priorities. Conducts research, policy analysis, and interagency coordination related to the environmental justice impacts of state regulations, legislation, programs, and funding initiatives, with a focus on identifying disparate impacts and advancing equitable policy outcomes. Supports development of reports, policy recommendations, and action plans, and provides technical guidance to Department program areas, the Office of Permit & Project Navigation, and executive leadership on integrating environmental justice considerations into policies, permitting, grants, stakeholder engagement, and agency operations. Assists in the development and delivery of environmental justice training, evaluates Environmental Justice Impact Statement materials, prepares briefing documents and policy recommendations for senior management, and represents the Office of Environmental Justice in internal and external meetings, public hearings, and interagency initiatives
Requirements
NOTE: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.
Seven (7) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for the recommendation, planning, and/or implementation of improvements in a business or government agency.
OR
Possession of a Bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience.
OR
Possession of a Master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and two (2) years of the above-mentioned professional experience.
NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Residency
