Who is NTE, NTE 35W, and LBJ?

The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.

The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.

The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:

The Implementation Specialist role is crucial to the success of roadway technology systems design through operation and maintenance on tolling projects in accordance with all requirements outlined in the Comprehensive Development Agreement (CDA). This role is to ensure proper design through operations handover of assigned projects are successfully completed by coordinating internal groups and driving contract suppliers to fulfill contractual obligations and deliverables to completion on schedule, within budget, and within design requirements.

Essential Duties and Responsibilities:

  • Lead procurement lifecycle including RFP development, vendor evaluation, comparative analysis, selection, and execution readiness.

  • Support revenue assurance by validating tolling system, back up tolling solutions accuracy and resolving revenue-impacting issues.

  • Oversee field installation, validation, troubleshooting, and deployment readiness.

  • Serve as integration coordinator between ITS, IT, Operations, Cybersecurity and external stakeholders.

  • Support evaluation and business case development for new technologies and system improvements.

  • Coordinate lane closures and ensure compliance with MOT and safety requirements during field execution.

  • Serve as project coordinator to Field Systems Implementation tolling projects. Tasks include – but are not limited to – answering project questions about design functionality, defining, maintaining and enforcing the project plan; defining, maintaining, and enforcing action items for project completion of both programs and projects; managing regularly scheduled meetings with the project team during design planning through handover to field operations. and train users on core features and functionality of systems.

  • Responsible for inventory control for all Field Systems Inventory by ensuring procedures are followed and the inventory management system is always fully utilized and accurate.

  • Analyze requests for design enhancements or customizations; gather information and present information for business analysis and recommendations.

  •  Act as escalation point to internal groups and external suppliers to resolve issues and respond to project requests in a professional manner

  • Provide assistance to support department staff in areas where they are not able to assist the user.

  • Responsible for identifying, tracking, and escalating system/project process, status, and risks. Reviews recommendations for technical solutions with Implementation Manager, Network Architect, Technical Specialist, Field Operations, and Business Analysts.

  • Participate in integration and testing phases with multiple system integrators and stakeholders to ensure the field systems roadway equipment changes meet performance specifications.

  • Coordinate implementation of all system enhancements and modifications as necessary during operations and maintenance phase.

  • Identify the need for, develop, evaluate, and negotiate change order requests to optimize the efficiency and costs of the overall project as reviewed and agreed with Implementation Manager or Field Systems Director.

  • Review existing technical and legal project framework and participate as an active stakeholder in the development and approval of Concept of Operations (ConOps).

  • Coordination of different contractors for the design, development and implementation of the Roadside Systems (both Toll Collection and Intelligent Transportation Systems) for the NTE, LBJ and NTE 35W projects within the milestone dates as per the project schedule.

  • Review and provide feedback to the roadside design and implementation team, in order to make sure that all software and hardware requirements produced as part of the design, support the operations and CDA requirements.

  • Circulate, evaluate, review and approve the documentation produced by the contractors and technical consultants in order to ensure they meet or exceed all project requirements including Comprehensive Agreement Development (CDA) requirements.

  • Achieve, during the implementation phase, proper coordination with the civil works contractor, in order to solve all possible issues in a fast and efficient manner.

  • Coordinate all needed Change Requests (CRs) within the Field Level Systems Integrator Contract and follow the process from their approval to its execution/ implementation

  • Understand and act on project concerns or questions.

  • Analyze information to determine next steps.

  • Ability to absorb and retain information quickly and present ideas in user-friendly language.

  • Build rapport and elicit problem details from project team and stakeholders.

  • Perform post-resolution follow up to ensure completeness of implementation solutions.

  • Evaluate documented resolutions and analyze trends for ways to prevent future problems.

  • Develop help sheets and knowledge base documents for operations handover and close of projects.

  • Coordination and signoff of design, implementation, testing, and handover of roadway technical moves, adds, and changes.

  • Maintain safe and healthy project environment by following Concessions standards and legal requirements.

  • Create and maintain best practices by establishing and enforcing organization standards.

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

  • Bachelor’s degree in IT, Computer Science, Electrical Engineering or a related field, preferred.

  • 5 years of relevant prior experience.

  • Experience with hands on implementation of telecommunications, tolling, network, or other technological systems, including fiber installation, splicing, testing, troubleshooting, repair, and restoration, as well as all activities related to diagnosing and resolving fiber related issues and outages. Knowledge of electrical systems and electrical troubleshooting is highly preferred.

  • Experience with project coordination of teams or field crews in a technology environment.

  • Ability to safely operate and drive larger vehicles and elevated work platforms, including truck mounted attenuators, bucket trucks, spider lifts, aerial lifts, and platform lifts, for field operations and maintenance activities.

  • Must be capable of performing work at elevated heights ranging from ground level to exceeding 100 feet, including work on elevated roadways and from ladders, lifts, and elevated platforms.

  • This position requires regular work outdoors in all weather conditions typical to the North Texas region, including extreme heat, high humidity, direct sun exposure, strong winds, rain, thunderstorms, freezing and near freezing temperatures, ice, and sudden weather changes. Work may be performed during adverse weather conditions as operational needs require.

  • Must be able to accurately identify, differentiate, and distinguish between different color-coded indicators of cabling for proper installation, troubleshooting, and maintenance.
