
Technical Program Delivery Director
Job Description
The Technical Program Delivery Director is accountable for end-to-end delivery leadership for a strategic enterprise healthcare customer, ensuring the successful execution of complex, high-risk programs aligned to business outcomes, contractual commitments, and organizational strategy.
The Technical Program Delivery Director serves as the single point of accountability for overall program performance, overseeing governance, financial outcomes, and executive stakeholder engagement while driving consistent, high-quality delivery across all workstreams.
The Technical Program Delivery Director provides program-level technical oversight across private cloud, infrastructure, and migration initiatives, ensuring solutions meet architecture, security, and regulatory standards. Operating within a highly regulated healthcare environment, this leader ensures programs deliver measurable business value while adapting to evolving customer priorities.
The Technical Program Delivery Director also carries full accountability for aligning delivery with U.S. healthcare regulations such as HIPAA and HITECH, as well as patient safety and clinical operational requirements, including proactive risk management in patient-critical environments. Additionally, the Director ensures the resilience and continuity of patient-critical systems through high availability design, downtime risk mitigation, and robust operational recovery planning.

Key Responsibilities
Program Leadership
- Own and define the overall program vision, strategy, and delivery approach across multiple interdependent projects, including complex infrastructure and migration initiatives
- Ensure full lifecycle ownership from initiation through delivery, migration execution, operational transition, and closure
- Direct the development and approval of integrated program and project plans, incorporating technical delivery, dependencies, and sequencing across private cloud environments
- Maintain alignment between program outcomes and strategic objectives, ensuring delivery across private cloud infrastructure, networking, security, and platform services
- Ensure the program environment supports successful delivery across all workstreams, including technical assurance, SDDC integration, and management of technical risks and escalations
- Ensure program plans explicitly account for patient safety, clinical workflows, system resilience, and regulatory compliance, not just technology outcomes
Governance & Control
- Establish and operate within a standardized enterprise governance framework, ensuring consistency and predictability of delivery
- Define and maintain program governance structures including Program Board, SteerCo, and escalation paths
- Ensure adherence to PMO standards including RAID management, stage gates, reporting cadence, and financial control
- Continuously assess and improve governance processes, contributing to enterprise best practices
- Ensure all program activities comply with internal standards and delivery frameworks
- Embed governance controls covering patient safety risk, clinical impact assessments, cybersecurity posture, data protection, and interoperability compliance
Stakeholder & Customer Management
- Act as the senior accountable interface for executive customer stakeholders (CIO, CTO, Program Sponsors)
- Lead complex stakeholder engagement across clinical, operational, and technology domains
- Deliver clear, integrated, and outcome-focused communications to senior stakeholders
- Manage stakeholder expectations and resolve conflicts across multiple parties
- Ensure alignment across customer, delivery teams, vendors, and internal leadership
- Build strong engagement with clinical stakeholders to ensure program decisions support safe, effective care delivery and do not disrupt clinical workflows
Financial & Commercial Management
- Own program financial performance including revenue, margin, forecasting, and cost control
- Ensure accurate tracking of program financials including revenue recognition, invoicing, and receivables
- Lead financial integration across multiple projects within the program
- Support commercial activities including bids, RFP responses, and vendor selection
- Ensure the program achieves agreed commercial and contractual outcomes
- Ensure financial planning accounts for regulatory compliance, cybersecurity, data protection, resilience requirements, and clinical risk mitigation investments
Risk, Issue & Escalation Management
- Own the identification, assessment, and mitigation of program-level risks and issues
- Ensure appropriate escalation of risks and issues within governance structures
- Develop and implement corrective actions to address complex delivery challenges
- Maintain proactive risk management ensuring program outcomes are protected
- Ensure unresolved issues are addressed through structured governance forums
- Explicitly manage risks relating to patient safety, clinical system availability, data privacy, cybersecurity threats, and regulatory compliance
- Ensure resilience and continuity risks (including downtime and failure scenarios) are proactively assessed and mitigated
Quality & Assurance
- Ensure all program deliverables meet defined quality standards and customer expectations
- Lead program-level quality reviews, audits, and assurance activities
- Validate project quality plans and ensure adherence to quality management processes
- Drive continuous improvement through lessons learned and best practice adoption
- Ensure consistent application of delivery methodologies across all projects
- Ensure quality assurance includes clinical safety validation, regulatory compliance checks, cybersecurity controls, and interoperability standards (FHIR / HL7)
Healthcare Industry Alignment
- Ensure program delivery aligns to healthcare regulatory, compliance, and operational requirements (HIPAA / HITECH)
- Manage risks related to patient data, clinical safety, system availability, and critical healthcare services
- Ensure adherence to data protection, privacy, and cybersecurity standards
- Ensure solutions support interoperability and integration across healthcare ecosystems (e.g., FHIR, HL7)
- Navigate complex healthcare stakeholder environments including clinical and administrative functions
- Ensure programs are designed with full awareness of clinical workflows, patient safety implications, and operational continuity requirements
People Leadership & Resource Management
- Lead and coordinate multi-disciplinary program and project teams
- Ensure effective allocation and utilization of shared resources across the portfolio
- Define program organization structures, roles, and responsibilities (RACI)
- Support development of program and project management capability
- Drive a high-performance culture focused on accountability and delivery excellence
- Ensure teams are aligned to healthcare delivery priorities, including patient safety, regulatory accountability, cybersecurity awareness, and clinical impact sensitivity

Qualifications
- A minimum of 15 years of experience delivering complex programs and/or managed services in enterprise environments
- Proven experience managing large-scale, high-risk, multi-stream programs
- Strong executive presence with extensive customer-facing leadership experience
- Experience managing strategic enterprise customers with executive-level visibility
- Demonstrated expertise in data center infrastructure, private cloud, and hybrid cloud environments
- Experience managing delivery under strict SLAs and contractual frameworks
- Strong understanding of governance, PMO frameworks, and financial management
- Strong healthcare experience, including knowledge of HIPAA / HITECH, patient safety considerations, interoperability standards (FHIR / HL7), and clinical systems
- Bachelor’s degree required, preferably in a field related to the role. At the manager’s discretion, additional relevant experience may substitute for the degree requirement
- Master’s degree preferred
- Project Management Professional (PMP) certification required
- Program Management Professional (PgMP) preferred

Our compensation reflects the cost of labor across several geographic markets. The compensation range for this position ranges from $165,830.00/year in our lowest geographic market up to 243,141.80 USD/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience.
