Job Description
The Operations Support Lead will be based at the Baghdad Embassy Compound (BEC) in Iraq and serve the Iraq Embassy Programs (IEP) which include the Base Life-support Services (BLISS) and Operations and Maintenance Support Services (OMSS) contracts in support of the U.S. Department of State. This position will be responsible for the daily reports to IEP PMO staff, ensuring professional and quality services are provided to the Customer in accordance with program requirements and will report to the PMO Operations Manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive.
DUTIES:
- Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
- Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
- Provide a full range of general support services for the BLiSS program under the direction and supervision of the PMO Operations Manager.
- Update the Mission Accountability System (MACS) as defined by Embassy requirements and align this data with the IEP accountability processes.
- Perform all administrative and clerical services necessary in support of program Operations at the Baghdad Embassy Compound (BEC).
- Submit visitor access requests (VARs) and compile visa packets in coordination with Site Access. Follow up with RSO as needed for VAR approval.
- Support the program with a full working knowledge of the DOS contract and obtain data from Department Leads as needed.
- Coordinate visitor arrivals ensuring Housing and Travel related coordination is completed.
- Prepare responses to questions and data requests received from the Operations team.
- Responsible for the coordination of information to support the creation/update of:
- Quarterly Performance Metrics Review (PMR) with the Department of State.
- Plan of Action and Milestones (POAM) for the BLiSS and OMSS contract projects.
- Performance analysis to be incorporated into reporting requirements.
- Oversight of daily/weekly/monthly reports as required.
- Manage and supervise Operations Specialist.
- Work with the Operations Supervisor to develop and maintain the department’s organizational structure and efficiency.
- Coordinate contractor requirements with other Amentum offices (i.e., Travel, Property, etc.).
- Use MS Word, Excel, Access, Project, Outlook, PowerBI and PowerPoint as necessary to facilitate tracking of personnel and project status requirements, data, and reports.
- Perform other duties as assigned.
REQUIRED:
- Minimum Acceptable Experience Level:
- One (2) or more years in an overseas environment
- One (2) or more years in a customer service or administrative-related position
- Excellent MS Office Suite experience (Excel, Outlook, Powerpoint, PowerBI and Word)
- Speak, read and write English
- Education: A high school diploma or GED is the minimum. A Bachelor’s degree in Business Management or similar discipline is preferred. Passport, Licenses and Certifications:
- Valid drivers’ license
- As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages.
- Security Vetting: Already possess a Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification prior to being hired is required for the position. Must maintain eligibility at the required certification level for the duration of the contract
- Language Skills: Strong, professional, oral and written English communication skills.
- Medical: Favorable passage of a drug screen and physical examination.
DESIRED:
- Relevant overseas administrative experience, preferably in the Middle East.
- Experience working with Amentum and Department of State programs.
- Working knowledge of Accountability Processes and Procedures
- Knowledge of principles and processes for providing excellent customer services.
- Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

WORKING AND LIVING CONDITIONS:
This position may be in a war zone, or an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50- 55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
