Program Background
The Economic and Social Infrastructure Program (ESIP) is an Australian Government Department of Foreign Affairs and Trade (DFAT) program implemented by DT Global.
Under strategic direction from DFAT officials at the Australian High Commission in PNG, ESIP is delivering a range of activities and policy initiatives in the energy and telecommunications sectors. ESIP is also supporting PNG’s state-owned enterprise performance improvement program and delivering social infrastructure planning, design and construction services.
Gender equality, disability and social inclusion (GEDSI) and social and environmental safeguards are a focus of the program and are mainstreamed across ESIP’s activities and operations.

The Role
The purpose of this EOI is to establish a flexible pool of Project Managers who can be mobilised to support planning, coordination, implementation and quality assurance activities across ESIP’s portfolio. This talent pool will enable ESIP to identify and engage talent efficiently, filling roles on a needs basis in alignment with project lifecycle requirements and emerging program priorities. It is not intended to fill a single predefined role, but to identify suitably skilled individuals who may be engaged from the talent pool as needs arise to support delivery across ESIP’s portfolio.

About You
ESIP is seeking Expressions of Interest from suitably qualified professionals with experience in project coordination and project support functions to contribute to the program on an as-needed basis.
We are interested in candidates who bring:
Strong experience in managing or supporting infrastructure, engineering, construction or development projects, ideally within PNG or the Pacific region
The ability to undertake independent, evidence-based assessments of project performance, quality, compliance and progress across complex activities
Experience supporting crosscutting requirements such as GEDSI (Gender Equality, Disability and Social Inclusion), Safeguards, MEL (Monitoring, Evaluation and Learning) and CCDR (Climate Change & Disaster Resilience) considerations, including documentation and reporting
Strong analytical, organisational and communication skills, with the ability to translate information into clear, actionable recommendations
Relevant tertiary qualifications (ideally postgraduate) in engineering, project management, construction management or a related discipline.
