High School and Beyond Planning - Program Supervisor
$86,612 - $101,898 annually

The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill a High School and Beyond Planning - Program Supervisor position. This full-time 1-year project position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. During your initial six-month training period you will be required to be in the office 3 days per week. After you’ve completed your initial training, you may have the option to work from home on a flexible telework schedule. While we’re happy to offer this balance of in-office connections and telework flexibility, this isn’t a fully remote position. Position Overview
This position resides within the Pathway Preparation and Title Programs (PPTP) division at the Office of Superintendent of Public Instruction (OSPI) and reports to the Director, Graduation and Pathway Preparation. As part of the Graduation and Pathway Preparation department, this role supports statewide implementation of high-quality High School and Beyond Planning (HSBP) and works closely with internal and external partners to advance equitable access to career and college readiness supports for students across Washington.
This position serves a critical statewide leadership role by providing strategic direction and project management for the development and implementation of policy, curriculum, fiscal, communication, and program-related resources and professional learning in support of equitable High School and Beyond Planning access and implementation.
The position works in close partnership with OSPI’s Data Analysis and Support division and a broad cross-section of K–12, higher education, and statewide partners to support implementation and evaluation of the statewide online HSBP platform and to ensure districts, charter schools, and tribal schools have the guidance, training, and resources needed for successful use.
The High School and Beyond Planning Program Supervisor’s primary objectives are:
- Lead statewide implementation of equitable High School and Beyond Planning policies, guidance, and best practices aligned to graduation requirements and career and college readiness supports.
- Manage the rollout, support, and continuous improvement of the statewide online HSBP platform in collaboration with OSPI teams, vendors, and system partners.
- Develop and deliver policy-aligned instructional materials, professional training, communication, and technical assistance to support high-quality HSBP implementation across Washington.
- Facilitate stakeholder engagement and cross-system alignment with districts, charter and tribal schools, educational service districts (ESDs), higher education, community partners, and other state agencies to strengthen HSBP supports.
- Support budget, contract, legislative, and data-informed continuous improvement processes related to statewide HSBP implementation and student outcomes.
Key Responsibilities
The primary duties of this position are in service to statewide High School and Beyond Planning implementation. The priority of this position is to provide strategic leadership, reliable and timely communication, actionable guidance and related resources so districts, schools, educators, and partners can deliver equitable, policy-aligned, and high-quality HSBP experiences that support students’ academic progress and post-secondary success.
Program Management
- Lead, direct, and manage multiple simultaneous HSBP projects, including work plans, timelines, deliverables, risks, budgets, and partner coordination.
- Support districts in implementing policies and practices that focus on closing opportunity gaps and advancing equitable access to meaningful High School and Beyond Planning.
- Collaboratively design, deliver, and expand HSBP-specific professional development, including role-based platform training and partner-specific learning opportunities.
- Develop and distribute guidance, updates, tips, and communication resources; analyze available data and stakeholder feedback to inform continuous improvement and future support.
- Manage development of instructional materials and HSBP implementation tools, facilitate office hours and technical assistance, and coordinate regular updates to webpages and related resources.
Collaborative Leadership and System Support
- Work in collaboration with school counseling and cross-agency partners to integrate High School and Beyond Planning within comprehensive student support systems.
- Develop curriculum, FAQs, technical guides, and other resources that help district and building leaders deliver equitable student HSBP experiences.
- Establish regular connections with internal and external partners to ensure consistent messaging and embed HSBP-related content into guidance, resources, and professional learning.
- Support development of HSBP data tools and dashboards and evaluate the effectiveness of strategies and funding efforts designed to improve student outcomes.
Legislative, Data, and Implementation Support
- Ensure timely completion of annual legislative processes, including bill analyses, implementation planning, fiscal notes, proviso reports, and related communication and professional development.
- Manage HSBP implementation monitoring processes, including milestone tracking, district communication, follow-up systems, and feedback collection to support statewide progress.
- Use implementation data, survey results, and lessons learned to inform strategic planning, future training design, and ongoing improvements to statewide HSBP supports.
Communication, Technical Assistance, and Resources
- Provide timely and responsive technical assistance to districts, schools, and partners, including issue escalation and coordination with colleagues and platform vendors as needed.
- Publish regular statewide updates, guidance, and resources through listservs, newsletters, webinars, office hours, and workgroups.
- Maintain and update HSBP webpages, FAQs, technical guidance, and communication tools to reflect current policy, platform updates, and implementation needs.
- Synthesize stakeholder questions and feedback to improve supports, identify common issues, and contribute to frequently asked questions and related resources.
- Coordinate with partners to identify emerging needs and support the continuous refinement of statewide HSBP implementation resources and training.
External Partnerships
- Serve as a liaison to internal and external partners, including districts, higher education, community-based organizations, and statewide collaboratives, to support aligned HSBP implementation.
- Represent OSPI in regional, statewide, and cross-sector meetings to share updates on HSBP implementation, gather input, and strengthen coordination across systems.
- Collaborate with statewide partners to support financial aid, college and career readiness, and other HSBP-connected priorities through coordinated communication and resource development.
Budget, Contracts, and Special Projects
- Support budget development, expenditure recommendations, and contract management related to statewide HSBP implementation and associated training, curriculum, and platform supports.
- Manage special projects and implementation supports tied to legislative requirements, platform rollout, and continuous improvement priorities for High School and Beyond Planning.
Required Qualifications:
- Bachelor’s degree in secondary education, education leadership, or a related area.
- A minimum of three years of experience working in public secondary education, higher education, or in other roles including a career and college readiness and/or post-secondary transition focus.
- Experience with curriculum development and/or instructional resource design.
- Experience with the delivery of professional learning or training.
- Demonstrated project management experience, including successful oversight and accountability, and evidence of an ability to effectively manage and complete multiple projects, timelines, and deliverables with high-quality completion.
- Experience building, participating in, and leading collaborative teams and partnerships with diverse groups of internal and external stakeholders to work toward a common outcome.
- Demonstrated use of data to analyze program effectiveness, discover inequities and inform practice or policy.
- Experience effectively facilitating meetings with diverse participants representing different perspectives and interests.
- Knowledge of current legislative requirements for the High School and Beyond Plan (HSBP) and experience supporting HSBP completion or other career and college exploration & preparation processes.
- To be eligible, you’ll also need to reside in the state of Washington.
- This position requires occasional travel, primarily within Washington State, to support meetings, training, stakeholder engagement, and other program-related activities.
Desired Qualifications:
- Demonstrated understanding of current graduation requirements in Washington and how to support districts with expanding equitable access to multiple pathways for graduation.
- Experience in a secondary school counseling, career counseling, or career center specialist role.
- Ability to communicate effectively in both written and verbal forms to a broad and diverse audience, including public speaking to large groups.
- Technical writing skills to support drafting of legislative reports, statewide guidance, and policy changes.
- Experience developing, implementing, and managing large-scale grants or contracts.
- Experience operating within a budget, which may include budget planning, managing contracts, or grant management.
- Knowledge of and experience applying equity and anti-racist approaches to education and system improvement.
- Strong commitment to Washington state public education and the principles of trust, teamwork, collaboration, and customer service.
- Experience working and collaborating with state, regional, and local education agencies.
Compensation
The annual compensation for the position is $86,612 - $101,898 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate.
