GENERAL STATEMENT OF DUTIES

The Erosion Control Specialist conducts field inspections, reviews and investigations, issues related reports and completes associated administrative tasks for permitted and non-permitted properties within Guilford County’s jurisdiction as part of the Guilford County Planning and Development Department’s Soil Erosion Section/Program.


DISTINGUISHING FEATURES OF THE CLASS

The Erosion Control Specialist performs daily tasks related to the implementation of the delegated erosion and sedimentation program for Guilford County. This individual completes tasks such as reviewing construction plans for soil erosion and sedimentation compliance, issuing permits to conduct land disturbing activities, inspecting and monitoring permitted construction sites for compliance with the associated approved plan and local, state and federal requirements, issuing associated compliance reports, and providing technical information to residents. Work is supervised by the Soil Erosion Control Section Chief and is evaluated by direct observations, personal conferences, citizen and development community feedback, and reviews of completed work.

DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include, but are not limited to:

  • Reviews soil erosion and sedimentation control plans submitted by design professionals and/or builder applicants for compliance with local and state requirements.
  • Issues permits to conduct land-disturbing activities. 
  • Conducts on-site inspections of construction sites for compliance with the approved soil erosion and sedimentation control plan; issues compliance reports with needed corrective actions to permittee contacts; and initiates enforcement actions in accordance with County requirements.  
  • Completes soil device releases, soil erosion compliance and site plan compliance inspections for sites with commercial building permits. 
  • Manage and maintain electronic project files for permitted and non-permitted properties in the County’s land management system.
  • Provides technical and code advice to contractors, developers, departmental staff, and the public as it relates to soil erosion and sedimentation control.
  • Interprets and enforces soil erosion control ordinances 
  • Prepares soil erosion data for rezoning and planning board requests.
  • Performs additional duties and related work, as assigned.


RECRUITMENT STANDARDS

Knowledge, Skills and Abilities

  • Knowledge of Guilford County's Unified Development Ordinance environmental regulations including soil erosion and sedimentation control.
  • Knowledge of Guilford County’s Unified Development Ordinance zoning and subdivision standards.
  • Knowledge and practical usage of GIS and Microsoft 365 applications including OneDrive, SharePoint, Word, Excel, Teams and Outlook.
  • Ability to maintain organized permit and project documents.
  • Ability to draft professional and technical reports and documents.
  • Ability to work with and convey ideas effectively to technical design professionals and development and construction personnel.
  • Ability to interpret ordinances and communicate effectively orally and in writing to the lay person.
  • Ability to communicate effectively with various individuals and groups during daily operations.




MINIMUM QUALIFICATIONS

  • Bachelor’s degree in environmental curriculum such as Natural Resources, Environmental Science, Soil Conservation, Forestry, Agronomy or related field from an accredited college or university

  • OR

  • Associate’s degree in any of the above-listed curricula, AND, two years of field experience in soil erosion control inspections, watershed compliance, or closely related experience. 

  • AND

  • Must possess a valid driver’s license.

Driving is an essential requirement of this position whether driving a County-owned or personal vehicle to conduct county business.  Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the County’s driving criteria. If a personal vehicle is operated for County business proper insurance is maintained as per Guilford County’s vehicle use policy.

Physical Demands
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing and repetitive motions.  Work also requires the ability to move about over uneven terrain such as that in construction and hard hat areas.
Must have visual acuity to perform tasks requiring color, depth perception and field of vision sufficient to perform tasks associated with the preparation and analysis of figures and data, operations of a computer, operation of a motor vehicle and inspection of soil erosion and watershed control devices.
 
Must be able to perform sedentary work exerting up to 10 pounds of force occasionally or and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and other sedentary criteria are met.
 
Environmental Conditions
Work is performed both inside and outside environmental conditions.  The employee may be exposed to temperatures lower than 32 degrees and/or higher than 100 degrees.  Routine safety precautions are provided such as hard hats, ear plugs and shelter from inclement weather.
