Job Description
Contract Period: 2-Year Contract
Applications are invited for the above vacancy to join the Planning, Interfacing & Controls Branch in Clean Energy Import team. Reporting to the Senior Manager – Commercial & Supply Chain, the appointee will be responsible for the following duties:
- Manage end-to-end procurement processes, including sourcing, tendering, evaluation, and contract award.
- Prepare and review tender documents, cost estimates, and commercial proposals to support project requirements.
- Support contract negotiation and drafting and maintain contract records within the Oracle system, ensuring alignment with procurement compliance and operational goals.
- Maintain accurate procurement documentation, records, and reporting in accordance with internal policies.
- Prepare detailed cost estimates, project budgets, and Bills of Quantities (BOQ). Manage contract-related activities during project execution, including variation orders, progress payment certification, and cost control.
- Review and assess contractor submissions, including variations, claims, and final accounts.
- Support dispute resolution through commercial analysis and proper documentation.
- Perform cost-benefit analysis to support procurement strategies, engineering options, and investment decisions.
- Support the procurement and administration of insurance policies in compliance with project and contractual requirements.
- Carry out other duties as and when assigned by supervisors.
Requirements:
- A recognized university degree in Quantity Surveying, Construction Management, Engineering, Supply Chain Management, Procurement, or related discipline.
- At least 5 years of relevant experience in Quantity Surveying or procurement roles.
- Proven experience in EPC / large infrastructure / power / utilities projects.
- Hands-on experience in procurement process, tendering, cost estimation, and contract administration.
- Knowledge of cost estimation, cost control, tender preparation and evaluation, contract forms (e.g., NEC, FIDIC) and procurement strategies and processes.
- Ability to communicate effectively in English and Chinese; fluency in Putonghua would be an advantage.
- Sound knowledge on Security of Payment Ordinance (SOPO).
- Experience with Oracle Procurement environment preferred.
- Customer-oriented, achievement driven, self-motivated, analytical and able to work under pressure.
- Solid understanding of contract negotiation and management, claims, variations, and dispute resolution.
- Strong team collaboration with engineering, legal, and finance teams.
