LEAP Program Description
Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
About the Position
The Global Health Security (GHS) Epidemiology Officer will support the U.S. Embassy Jakarta ECON Health Unit in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives and advancing Global Health Security initiatives in Indonesia. The Officer will provide technical expertise to strengthen the Ministry of Health (MoH) systems for preventing, detecting, and responding to infectious disease threats and pandemic preparedness.
The Officer will contribute to epidemiological analysis, disease surveillance, and outbreak preparedness and response activities. The Officer will collaborate with the Global Fund, DFAT, World Bank, and other GHS partners to support the implementation of the GHS portfolio.
The Officer will be based at the Ministry of Health in Jakarta, Indonesia, and will work closely with the Senior Epidemiology Advisor, MoH technical staff, GHS implementers and other stakeholders. The Officer will receive supervision and guidance from the MoH Zoonotic Team Leader and U.S. Embassy Jakarta ECON Health Unit points of contact.
Responsibilities
- Assist in the development of strategic framework and action plans relevant to prevention and control of zoonotic outbreaks, risk communication, and pandemic preparedness.
- Assist in the collection, management, and analysis of epidemiological data to support evidence-based decision making.
- Support the implementation and monitoring of disease surveillance systems.
- Contribute to outbreak investigations and public health emergency responses.
- Prepare technical reports, briefs, and data summaries for internal and external stakeholders.
- Support capacity-building efforts, including training and mentoring of local health staff on epidemiological methods, disease surveillance systems, data analysis, and outbreak investigation techniques.
- Collaborate with multidisciplinary teams and partner organizations to advance GHS objectives.
- Assist in the development of guidelines, tools, and standard operating procedures.
- Ensure data quality and adherence to ethical and professional standards.
- Participate in regular bi-weekly coordination meetings with U.S. Embassy Jakarta ECON Health Unit to review progress, discuss activities, and address emerging issues.
Reporting
- Submit a detailed monthly report to the U.S. Embassy Jakarta ECON Health Unit by the 5th day of the following month.
- Submit weekly progress updates to U.S. Embassy Jakarta ECON Health Unit and participate in weekly calls, including a short paragraph about main successes for that week.
Qualifications
- Master’s degree in Epidemiology, Public Health, Biostatistics, or a related field.
- Minimum three (3) to five (5) years of relevant experience in epidemiology or public health programming.
- Demonstrated experience in applied epidemiology and global health programs, with focus on preventing, detecting, and responding to public health threats.
- Strong knowledge of epidemiological methods and public health surveillance.
- Proficiency with data analysis tools (e.g., Excel, R, Stata, or similar).
- Strong organizational and analytical skills.
- Strong written and verbal communication skills, with ability to work collaboratively in a multicultural environment.
- Experience supporting public health programs and assisting the MoH in the development of guidelines or other technical documents (candidates must specify and provide links to their publications for verification).
- Experience with outbreak investigation or emergency response settings is highly desirable.
- Familiarity with global health security concepts and frameworks (IHR JEE, Pandemic Fund, etc.) is highly desirable.
- Experience working with government or international health organizations (Global Fund, DFAT, World Bank, or other GHS mechanisms) is highly desirable.
- Professional proficiency in spoken and written Bahasa Indonesia is required.
- Fluency in written and spoken English is required.
- Work authorization in Indonesia required.
