HR Sr. Associate/ Lead(Manager) - Singapore

Role Overview

This is a senior, blended “player‑coach” role responsible for driving operational excellence, transformation, and scalable HR service delivery across the APAC region, while directly leading and developing a team of HR associates.

The role combines hands‑on ownership of end‑to‑end employee lifecycle execution with regional leadership accountability for service quality, technology enablement, and continuous improvement. It sits at the intersection of People Operations, HR Business Partner enablement, and transformation, with scope spanning core delivery, complex programs, and cross‑functional change.

Reporting jointly into the APAC HR Business Partner SVP and Global Head of People Operations, this leader operates comfortably at both strategic and tactical levels setting direction, managing performance through KPIs and success metrics, and rolling up sleeves to deliver results.

Key Responsibilities

1. End‑to‑End Employee Lifecycle Ownership

  • Own regional execution of the full employee lifecycle, including onboarding, transfers, offboarding, contingent worker operations, and related Workday transactions.
  • Ensure accuracy, timeliness, governance, and compliance across all lifecycle processes, applying regional regulatory and business context as required.
  • Oversee case management, escalations, ensuring issues are resolved efficiently and root causes are addressed.
  • Lead global processes such as business continuity activities, service awards, global holiday calendar administration, and HR audit / governance requirements.

2. HR Business Partner Enablement & Program Delivery

  • Act as a senior execution partner to APAC HR Business Partners, enabling them to focus on strategic advisory work by owning operational delivery across:
    • Case management and resolution
    • Headcount and requisition management
    • Learning & Development
    • Talent Management
    • Performance and Promotion Management
    • Time & absence administration
    • HR reporting, analytics, and business insights
  • Translate business and HRBP priorities into clear execution plans for the team.

3. Transformation, Automation & AI‑Enabled HR

  • Lead complex HR transformation initiatives across APAC, including:
    • Automation and digitization of manual work
    • AI‑enabled solutions for HR service delivery
    • Case and knowledge management implementation and optimization
    • Process standardization and simplification
  • Partner closely with global HR transformation, technology, and analytics teams to pilot and scale new capabilities.
  • Ensure strong change management, adoption, and measurable outcomes for all transformation initiatives.

4. Regional People Operations Leadership & Team Management

  • Lead, coach, and develop a team of APAC HR Associates, setting clear priorities, expectations, and performance standards.
  • Drive a consistent, high‑quality employee experience across APAC through strong execution discipline and shared ownership.
  • Establish clear operating rhythms, capacity planning, and coverage models to ensure resilience and scalability.
  • Foster a culture of accountability, continuous improvement, learning, and collaboration.

5. Performance, Analytics & Service Excellence

  • Define, monitor, and manage KPIs and success metrics across service delivery, quality, efficiency, and employee experience.
  • Use data and analytics to identify trends, risks, and improvement opportunities, translating insights into action.
  • Establish governance, controls, and reporting mechanisms that support transparency and continuous improvement.

6. Stakeholder Management & Cross‑Functional Collaboration

  • Build trusted relationships with senior regional and global stakeholders across HR and the business.
  • Operate effectively within a dual reporting line model, balancing global standards with APAC business needs.
  • Lead and influence cross‑functional change initiatives, acting as a regional thought partner on scalable HR delivery.
  • Champion a “One APAC HR” mindset through collaboration, knowledge sharing, and shared accountability.

Skills & Capabilities

Required

  • Significant experience in People Operations, HR service delivery, HR generalist, or HRBP enablement roles, with regional or global scope.
  • Demonstrated experience leading teams and acting as a player‑coach.
  • Strong technical capability across HR systems and platforms (Workday, ServiceNow experience strongly preferred).
  • Proven experience leading transformation, automation, or large‑scale process change initiatives.
  • Deep knowledge of employee lifecycle operations across the APAC region.
  • Highly analytical mindset, with experience defining and managing KPIs, dashboards, and success metrics.
  • Ability to operate effectively at both strategic and tactical levels in a complex, fast‑moving environment.
  • Strong stakeholder management and influencing skills across seniority levels and geographies.

Preferred / Differentiators

  • Experience with AI‑enabled HR solutions, case management platforms, or knowledge management systems.
  • Exposure to regulatory, risk, and governance programs across multiple APAC jurisdictions.
  • Continuous improvement expertise
  • Experience operating within matrixed or dual‑reporting environments.

They are energized by building scalable HR capabilities, comfortable driving change through technology and analytics, and motivated to develop high‑performing teams.  The candidate will also demonstrate strong ability to build strong relationships with regional and global stakeholders across HR and the broader business, as well as the ability to balance multiple competing priorities while maintaining service quality and meeting regional and global expectations. 

This role is critical to strengthening APAC HR delivery today while building a modern, future‑ready HR platform for PIMCO.
