Overview:

The Specialist Advisor Level III provides program support liaison with Dominican National Targeting Center.  This role is responsible for ensuring efficient office operations, supporting program management, and maintaining accurate records and documentation in alignment with U.S. Government and INL policies. 

 

Primary Responsibilities:

  • Assists INL/JSR/DR criminal justice system work by implementing projects and programs.
  • Serves as a subject matter expert on all justice sector activities, including existing programs to strengthen GODR justice sector judicial, prosecutorial, and investigative capacity in a wide variety of areas, including but not limited to: organized crime, illicit trafficking, cybercrime, financial crimes, restorative justice and violence against women and children; investigative, prosecutorial and judicial capacity building in areas such as improved investigative techniques, training, inter-agency cooperation, and judicial efficiency; and in administrative areas such as  case management systems, human resources, and training procedures
  • Advises and assists INL/JSR/DR in developing, planning, and implementing program activities, including policy, training, development and or/adjustment of program strategies and implementation plans within the rubric of current U.S. assistance and GODR national strategies, and GOCR inter-ministerial and interagency coordination.
  • Plans, designs, and implements trainings (including Training of Trainers (TOT) -  and curricula), and technical assistance to officials in GODR.
  • Prepares program documents including but not limited to grant proposals, notices of funding opportunities, activity maps, interagency agreements, and prepares narratives for reporting documents as necessary.
  • Assists INL in working with the GODR on action plans to address capacity deficits that prevent the GCR from effectively addressing justice-sector deficiencies.
  • Coordinates closely with INL-funded implementers to provide technical assistance and  monitoring, and conducts periodic site visits to INL project locations to perform on-site inspections and assessments. 
  • Assists INL/JSR/DR in coordinating with other relevant INL DR units, U.S. government agencies, U.S. Embassy offices, GODR agencies, Dominican Republic civil society, international organizations, and other entities working on local, national, regional and international justice reform initiatives and programs. 
  • Develops, coordinates and submits equipment procurement and technical assistance requests and requirements for acquisition working with the INL Procurement Unit and using State Department systems.
  • Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data as required by INL/JSR/DR. Reports on meetings, trainings, and other activities are also required.
  • Provides briefs, presentations, and/or reports on programmatic progress to INL in Spanish and English as required by INL/JSR/DR.
  • Assists INL/JSR/DR team members with administrative, logistical, and other program-related tasks as needed.
  • Hours for this full-time position will be the core hours of the US Embassy in Dominican Republic, Monday through Friday, 40 hours per week.
  • The position will be stationed in Dominican Republic
  •  National and international travel may be required.
  •  A work plan is required for this position.

Supervisory Responsibilities:

  • None

Education and/or Experience:

  • Bachelor’s degree in law; bachelor's degree in compliance, international relations, public policy or related field. Ten (10) years relevant professional experience can be substituted for a bachelor's in law.        
  • FSI level 4/4 Spanish; FSI level 3/3 English.
  • Eight (8) years of experience in prosecution, defense, or the judiciary, with expertise in law reform, or closely related field.
  • Three (3) years of international experience, or working overseas in an Embassy, or within an international NGO environment in Costa Rica.
  • Three (3) years experiencing implementing legal reform, rule of law, or related programs.
  • Experience working and/or coordinating with other relevant U.S. government, national and international agencies (e.g., Department of Justice, the United Nations and host nation entities.) 
  • Two years (2) experience teaching college level law, or law-reform related courses or related subjects.
  • Experience working with justice sector reform or rule of law programs or consulting on related education, or rule of law projects.

Knowledge, Skills, and Abilities:

  • Demonstrated knowledge of Dominican Republic and regional law reform issues.
  • Demonstrated knowledge of the Dominican Republic judicial system, including courts, prosecutors, defense attorneys, Costa Rican bar association, law schools, and law enforcement.
  • Demonstrated experience in managing program resources, including project analysis, design, budget development, implementation and evaluation.
  • Demonstrated skill in oral and written communication in both Spanish and English including briefing, writing reports, assessments, and general correspondence, while showing ability to present and defend complex analyses and proposals concisely.
  • Ability to develop and maintain professional relationships with Dominican Republic government officials to advance projects.
  • Ability to maintain appropriate confidentiality of sensitive government business.
  • Ability to work independently on projects and issues within overall policy guidelines.
  • Proficient in Microsoft Office Suite, including Power Point
  • Valid Costa Rican driver license B1

Certificates, Licenses, Registrations:

  • Language – Foreign Service Institute (FSI) level 4/4 Spanish, English level 3/3.

Security Clearance:

  • Must be able to successfully complete a background check through the RSO/U.S. Embassy (Regional Security Office).

Physical Demands:

Must be able to physically and medically perform in Costa Rica and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell.  The employee must occasionally lift and or move up to 25 pounds.  

Travel:

Local and/or international travel may be required.
