Position Title: Program Manager
Location: City of Miami Office of Capital Improvements– In-office with routine travel to project sites
Job Type: Full-Time
Salary: $165,000 annually
Work Hours: Monday through Friday, 8:00 AM to 5:00 PM
Position OverviewThis is advanced, responsible professional work assisting with prioritizing, monitoring, and managing the City's project portfolio within the Capital Improvements Program. An individual in this capacity will work as part of the Program Management Team analyzing, evaluating, developing, and implementing departmental procedures and business processes related to the administration of the City's Capital Improvements Project Portfolio.
The Capital Improvements Program (CIP) Program Manager is responsible for the strategic planning, coordination, and management of the City’s portfolio of capital design and construction projects. This position provides leadership and oversight to ensure projects within the Capital Improvements Program are delivered efficiently, on schedule, within budget, and in compliance with City standards and regulatory requirements.
The Program Manager works closely with City leadership, project managers, consultants, contractors, and client departments to plan, prioritize, and execute infrastructure projects that support the City's long-term development goals. Responsibilities include monitoring project performance, overseeing budget and schedule compliance, coordinating project delivery teams, improving program processes, and supporting the successful implementation of the City’s multi-year Capital Improvements Plan.
The position plays a key role in ensuring that capital projects, including transportation, public facilities, utilities, parks, and other municipal infrastructure are properly planned, funded, and executed through effective program management practices.
Responsibilities:
- Support the planning, development, and administration of the City’s multi-year Capital Improvements Program (CIP).
- Assist in managing a portfolio of capital projects from planning through design, procurement, construction, and closeout.
- Coordinate with City departments to identify capital project needs, establish priorities, and align projects with available funding sources.
- Ensure projects are programmed appropriately within the 5-year Capital Improvements Plan and are aligned with fiscal year budgets.
- Monitor the performance of capital projects across various phases, including planning, design, permitting, procurement, and construction.
- Track and evaluate project progress in terms of schedule, cost, scope, and quality.
- Identify risks, delays, or cost impacts and develop mitigation strategies.
- Provide recommendations to management to improve project delivery performance.
- Assist with the preparation and monitoring of the annual Capital Improvements Program budget.
- Review project cost estimates, funding allocations, and budget forecasts.
- Monitor project expenditures and burn rates to ensure financial accountability and alignment with approved budgets.
- Support funding strategies including bonds, grants, and other capital funding sources.
- Coordinate with design consultants, construction managers, and contractors to ensure projects meet technical standards, regulatory requirements, and City policies.
- Support the review of project schedules, construction progress, and field issues.
- Participate in site visits, project meetings, and milestone reviews.
- Prepare executive-level reports and dashboards on the status of capital projects and the overall CIP portfolio.
- Analyze project data to evaluate program performance, including cost trends, schedule adherence, and resource utilization.
- Provide recommendations for improving program efficiency and project delivery outcomes.
Required Education and Experience:
- Must be a Registered Architect or Professional Engineer in the State of Florida at time of application and maintain it valid throughout employment in the classification
- Minimum ten (10) years of experience in professional architecture, engineering, or construction management work with an equivalent amount of experience in project or program management appropriate to the area of assignment.
- Experience in commercial government buildings, supporting infrastructure, and environmental related projects is a Plus.
- A Valid Driver's License from any state may be utilized upon application, however prior to appointment a State of Florida Driver's License must be presented to the Department of Human Resources and maintained valid throughout employment.
- Must currently reside in South Florida (preferably Miami/Dade County) and be willing to drive to Owner locations across the city.
Preferred Skills and Certifications
- Project Management Professional (PMP)
- Certified Construction Manager (CCM) certification
- OSHA 10
- Bilingual English/Spanish preferred.
Technical Skills:
- Thorough and comprehensive knowledge of business processes and advanced data analysis methods applicable to the administration of municipal capital engineering and construction projects programs.
- Thorough and practical knowledge of the capabilities, limitations, and applications of current project management software, including systems such as e Builder and Primavera, with working familiarity using Microsoft Project.
- Extensive skills and demonstrated experience in planning, budgeting, fiscal oversight, and evaluating municipal infrastructure design and construction projects, supported by considerable knowledge of current theories, resources, methodologies in fiscal analysis, budget development, and strategic planning.
- Strong and proficient experience using Microsoft Word, Excel, and PowerPoint, with basic to intermediate knowledge and hands on experience working with Microsoft Visio for diagramming and documentation.
- Proven ability to perform effectively under stressful, time sensitive, and challenging situations while maintaining accuracy, professionalism, and sound judgment.
- Strong analytical ability to evaluate facts, apply critical thinking to complex and multifaceted issues, and exercise independent judgment and discretion in establishing, applying, and interpreting policies and procedures.
- Demonstrated ability to read, analyze, and interpret complex technical documents, engineering diagrams, data models, and detailed business and process documentation.
- Ability to diagram, document, and evaluate business process flows and translate complex concepts into clear, actionable, and workable solutions.
- Excellent communication skills, with the ability to clearly and concisely express ideas and technical concepts both orally and in writing.
- Strong interpersonal skills, including the ability to develop, sustain, and maintain cooperative and productive working relationships with fellow employees, vendors, consultants, and external organizations as required
