Our employees are not only part of history, they're making history.Northrop Grumman Defense Systems is seeking an experienced Empowered Official to join the Global Trade (GT) organization as Sr. Manager 3, Global Trade. This position has responsibility to provide leadership and support for the Weapon Systems Guns Operating Unit and Global Supply Chain Export Liaison to enable compliant international business across multiple locations. The person will lead a team of managers and professionals to develop export authorization strategies and implement policies and procedures for all export/import licensing and compliance activities. This position can be based onsite in Plymouth, MN; Mesa, AZ; or Linthicum, MD.
Key responsibilities include:
- Lead the Guns GT staff to provide transactional support, guidance and training as required for the ongoing success of the business, driving accountability through management via metrics
- Provide advice, guidance & authorization strategy concerning the requirements, interpretation, and obligations of U.S. export regulations and implementation of such requirements
- Provide day-to-day people and subject matter leadership for the assigned team and create an environment that accelerates development of talent
- Serve as the senior Guns Empowered Official for transactional compliance with export regulations, license preparation and processing, and the use of exemptions and exceptions in lieu of licensing
- Develop and execute licensing strategies, export authorizations, training, and guidance based upon knowledge of the U.S. export regulations and implementation of Northrop Grumman policies and procedures
- Responsible for evaluation of technology, hardware, software and services (including classification) to identify licensing requirements and ensure appropriate authorizations for export and import are in place (exceptions, licenses)
- Maintain awareness of changing export control laws and regulations and provide analysis regarding applicability and impact to division services and technologies, as well as existing company export policies and procedures
- Provide training and awareness on global trade compliance matters
- In coordination with the Law Department, investigate and support disclosure of potential non-compliance, and development and implementation of effective corrective actions
- Foster team’s engagement with designated Export Technical Advisors
- Establish relationships with key business collaborators and internal customers, including Business Development, Contracts, Global Supply Chain and Programs
- As assigned, lead initiatives related to the development, automation, and continuous improvement of business processes and tools impacting the Global Trade Compliance community
- Maintain applicable trade compliance records in accordance with regulatory and company requirements
- Serves as the primary point of contact between the Export Licensing team and the Global Supply Chain organization. This role ensures seamless information flow, alignment of processes, licensing strategy, and collaborative problem‑solving to support timely and compliant international shipments.
- Provide clear, timely, and comprehensive information to all relevant counterpart teams, including Division leads, to ensure a shared understanding of activities, decisions, and outcomes within Business Unit and/or Operating Unit.
Basic Qualifications:
- One of the following:
- High school diploma or GED with a minimum of 12 years of international trade compliance (export, import and/or customs) experience
- Bachelor's degree with a minimum of 8 years of international trade compliance experience
- Master’s degree with a minimum of 6 years of international trade compliance experience
- Proficiency in the ITAR and EAR, including making jurisdiction and classification determinations
- 3 plus years of experience as an Empowered Official
- Experience in effectively applying U.S. Government regulatory requirements in complex scenarios, analyzing and solving complex problems
- Strong verbal & written communication skills
- Experience leading and managing a team
- Skilled at adapting to rapidly evolving priorities, with the ability to manage multiple projects while meeting schedule and quality requirements, and exercise judgment about when to escalate potential conflicts to leadership
- Active or ability to obtain a U.S. Department of Defense (DoD) Secret security clearance
- Must be able to travel as needed (up to 10% of the time)
Preferred qualifications:
- Demonstrated performance in working in a fast-paced environment while delivering a quality work product
- Demonstrated highly collaborative work style, success in resolving difficult situations and effective communication with all levels of stakeholders
- Experience with OCR's EASE software
- Familiarity with USG technology release / Technology Security & Foreign Disclosure requirements
- Experience with or knowledge of Alcohol Tobacco & Firearms (ATF) regulations
- Familiarity with Northrop Grumman processes, tools and products
- Knowledge of Supply Chain/Procurement activities
