The Road Services Division (RSD) is actively seeking a Business Analyst role within the Asset Management and Business Systems (AMBS) Team. This role is ideal for individuals who thrive at the intersection of people, process, and technology. 

The Business Analyst will train and support users in Cityworks, promote quality data practices, and analyze business workflows to improve functionality, efficiency, and integration. This position also participates in process improvement efforts and helps configure and optimize the Cityworks Asset Management System (AMS). The role provides analytical and reporting support that informs key operational decisions. 

You will collaborate closely with road maintenance crew chiefs/supervisors, engineers, planners, management, and IT partners to strengthen RSD’s GIS-centric asset management framework.   • Participate in Lean-based process improvement events across road maintenance, engineering, environmental compliance, and planning functions.
  • Gather and document business requirements; translate field and program needs into improved workflows.
  • Configure and optimize Cityworks, including templates, tasks, workflows, inboxes, and permissions.
  • Support system testing, documentation, and change management activities.
  • Analyze work order, asset, environmental, and roadway operations data to create reports, maps, and dashboards.
  • Develop performance indicators and visual management tools to support operational planning and communication.
  • Deliver training for Cityworks users across RSD: field crews, inspectors, engineers, and planners.
  • Perform GIS edits to improve asset accuracy and support engineering, stormwater, and roadway infrastructure programs.
  • Support ad-hoc projects that improve business intelligence and internal workflows.
  • Two years of experience working with a GIS-centric asset management technologies (such as Cityworks or Cartegraph AMS); OR an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
  • Demonstrated experience in business analysis, including eliciting and documenting requirements, translating needs into solution approaches, and facilitating meetings for analysis, user testing, and training.
  • Proficiency in asset management systems, including configuration, user support, and workflow optimization.
  • Basic understanding of GIS principles and spatial data concepts, as applied to GIS-integrated asset management systems.
  • Basic understanding of database and programming principles, including best practices.
  • Strong communication and collaboration skills, including the ability to work effectively with cross-functional teams, build relationships, bridge differences, and provide constructive feedback to support data quality.
  • Demonstrated ability to analyze, troubleshoot, and resolve system issues to maintain data integrity and system reliability.

Desired Knowledge/Skills/Abilities
  • Experience in a transportation or public works agency
  • Ability to relate and communicate with staff at all levels of the organization
  • Curious, adaptable, and eager to learn and train others in new technologies
  • Experience using Cityworks or Trimble Unity Maintain & Field 
  • Understanding of project management methodologies and continuous improvement practices, particularly in asset management or software development environments.
  • Experience with telemetry and/or automating data quality controls through scripting
  • Experience with data visualization and reporting tools (e.g., Power Bl or similar platforms) to effectively communicate insights and support data-driven decision-making.
  • Familiarity with environmental regulations, such as the National Pollutant Discharge Elimination System (NPDES) permit, and their impact on data management and reporting.

WORK SCHEDULE:
The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., and adjustments to the schedule may be discussed with your supervisor.  This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.

EMERGENCY DESIGNATION STATUS:
This position has been designated Mission-Critical. Those employees who provide, maintain, and re-establish essential county functions as described in agency Continuity of Operations plans. 

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: We will work in the office at least three days a week to foster connection and responsiveness, arrive prepared and on time, and structure meetings with clear goals and next steps. 

WORK LOCATION: Employees will have access to shared workspaces at various King County facilities. Your primary onsite workspace will be at King Street Center, 201 S Jackson St, Seattle, WA, and occasional work from other Road Services locations.

Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
