Arlington County's Department of Technology Services (DTS) is hiring an experienced Enterprise Data Manager to provide senior-level work and leadership as part of the Digital Innovation and Cloud Application Team. This team administers the County’s enterprise data strategy, governance, and data quality efforts. The Enterprise Data Manager leads by guiding and communicating the delivery of modern data platforms (data models, pipelines, warehouses/lakes) which enable secure, high-quality, and interoperable data for analytics, AI, and mission critical operations. The role combines leadership (policy, governance, and value realization) with familiarity of architectural data design and solution delivery across Cloud and on Prem environments while working in partnership with and engaging DTS leadership, departmental leaders, cybersecurity, records, and legal/privacy teams. The Enterprise Data Manager reports to the Digital Innovation and Cloud Division Chief. 

Ideal candidate:

The ideal candidate will have proven experience driving culture change; defining patterns and standards while balancing short-term delivery with long-term maintainability and cost; and planning and executing complex, multi‑stakeholder programs with measurable outcomes. 

Responsibilities:

  • Creating and executing the County’s data strategy aligning policy, technology, and operating models (stewardship, ownership, decision rights) in alignment with County goals;
  • Supporting Enterprise data architecture by defining reference architectures and standards for data platforms (warehouses/lakes/lake houses), integration (ETL/ELT, APIs, event streams), MDM/RDM, metadata/lineage, and governance controls;
  • Managing platforms and vendors for data storage/compute and developing solutions to securely store and retrieve County information utilizing the County’s Amazon Web Services (AWS) data warehouse and data lake architecture;
  • Addressing data-related problems with systems integration, compatibility, and multiple-platform integration;
  • Prioritizing a portfolio of data initiatives and measure outcomes (service efficiency, regulatory readiness, customer experience, and mission impact); communicate business value to executive leadership; and
  • Maintaining documentation of the data architecture and environment to maintain a current and accurate view of the larger data picture.

Minimums:

  • Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related field; and
  • Considerable and progressive experience leading enterprise data programs demonstrating hands-on data architecture and delivery across multiple platforms (cloud/on prem).

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis. 
Desirables: Preference may be given with experience in one or more of the following:

  • Cloud data certifications;
  • Public sector privacy and records requirements; and/or
  • Agile development practices, preferable to have Agile certification(s) such as PMI-ACP or Scrum.

Additional Information
Work hours: This is a 40-hour per week position, Monday-Friday 8:00 a.m. - 5:00 p.m. with some flexibility.

This is a hybrid position with some remote work (telework) available for this position with prior supervisor approval.

The selection process may include both virtual and in-person interviews.
