Boeing Defense, Space & Security (BDS) is seeking a Director, Industrial Participation Programs to lead Industrial Participation (IP) / offset strategy and execution with responsibility for one of three global business development regions. This role reports to the Sr. Director International Strategic Partnerships (ISP) and is a member of the BDS ISP Leadership Team located in Berkeley, MO (St. Louis, MO) or major US BDS site locations: Arlington, VA, El Segundo, CA; Hazelwood, MO; Huntington Beach, CA; Huntsville, AL; Mesa, AZ; Oklahoma City, OK; Ridley Park, PA or Tukwila, WA.

The Director will lead offset program execution, industrial strategies for major campaigns, enterprise coordination for IP/SWP activities, and relationship management with government offset authorities, industry partners and internal Boeing stakeholders to enable international growth and campaign success. The Director will lead a team of offset professionals based in US locations and international local hires.

This role requires regular engagement with senior-level government and industry leaders, responsibility for developing, negotiating and executing industrial strategies and offset proposals, and collaboration across BDS programs and enterprise functions (including International Strategy & Business Development, Boeing Global, BCA, BGS, Supply Chain, and Finance). BDS International Contracts will support contract structuring and administration for IP-related agreements.

Position Responsibilities:

  • Lead the ISP organization for one of three global International Business Development regions and execute the region’s IP / offset portfolio.
  • Effectively manage and execute offset commitments on time and within budget and maintain strong customer satisfaction
  • Develop and deliver compliant, compelling, executable and affordable industrial strategies and offset proposals in support of international sales campaigns.
  • Build, manage and grow relationships with external partners, suppliers, and foreign government offset authorities; serve as Boeing’s primary interface for government offset authorities in the region.
  • Manage relationships with senior-level international customers, strategic company partners and tier-1 suppliers.
  • Coordinate enterprise engagement for IP/SWP activities across Boeing business units and functions.
  • Provide leadership, guidance and development for the ISP team; contribute to leadership decisions on IP strategy and campaign support.
  • Support formation and management of strategic alliances and partnerships to enable market access and program delivery.
  • Ensure adherence to export control and compliance requirements.
  • Partner with BDS Finance on program financial management and with BDS International Contracts on IP contractual documentation and administration.

Basic Qualifications (Required Skills/Experience):  

  • Minimum 5 years of detailed ISP (offset) experience.
  • Minimum 5 years of international experience including negotiation with external partners, customers and foreign governments.
  • Demonstrated success in program/project execution and financial management.
  • Experience in international campaign development and campaign strategy.
  • Demonstrated excellent business judgment in complex, high-stakes environments, in support of Boeing business objectives
  • Minimum 5 years of senior leadership, people management, or equivalent leadership experience.
  • This position must meet export control compliance requirements. To meet export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.15 is required. “U.S. Person” includes U.S. Citizen, lawful permanent resident, refugee, or asylee.

Preferred Qualifications (Desired Skills/Experience): 

  • Minimum 5 years of senior leader or manager experience
  • Operational and acquisition process acumen
  • Bachelor's degree or higher

Pay is based upon candidate experience and qualifications, as well as market and business considerations.  

Summary pay range: $200,000 to $280,000
