Job Description

Australia – Solomon Islands Infrastructure Partnership

Australia delivers infrastructure in Solomon Islands through a variety of programs and mechanisms. Most of Australia’s infrastructure support to Solomon Islands is delivered through the Solomon Islands Infrastructure Program (SIIP, AUD250 million, 2021-30). SIIP aims to improve the quality and accessibility of high priority infrastructure and contribute to broad-based, inclusive, and sustainable economic growth in Solomon Islands. The first phase (2021-2025) is currently under implementation. Its intermediate outcomes are to:

 

A. improve the capacity of the Solomon Islands Government (SIG) and industry to plan, design, build and maintain infrastructure.

B. support the improvement of infrastructure standards, policies and plans;

C. leverage or attract additional financing; and

D. leave a legacy of high priority, sustainable, resilient infrastructure assets.

 

The SIIP pipeline is decided on a project-by-project basis jointly by the Australian and Solomon Islands Governments. Projects are selected in order of priority, and according to their potential to improve economic opportunities or access to services.

Among other modalities, Australia-Solomon Islands Infrastructure partnership utilises Direct Funding Agreements (DFAs) with the Solomon Islands Government (SIG) to deliver infrastructure. This includes funding for the Malaita Emergency Road Maintenance Project (AUD 2million); the Transport Emergency and Maintenance Program (AUD11 million); and the Office of the Prime Minister Cabinet (OPMC) Infrastructure Development Project (AUD12 million).

As funding will be channelled through SIG’s systems, Australia’s fiduciary controls (as outlined in its Assessment of National Systems) will be applied to all payments. This includes DFAT’s Letter of No Objection policy, which will be applied to all procurements progressed through these funding arrangements.

The Role
The primary purpose of this role is to provide quality assurance and compliance for DFAT-funded payments being channelled through the SIG systems (specifically, the Solomon Islands National Transport Fund and OPMC Infrastructure Development Project) to ensure that they are in line with DFA’s terms and conditions and SIG’s financial management and policies (Public Financial Management Act 2013, Financial Instructions, Policies and Procedures).

The role’s duties include:

· Providing compliance and quality assurance for Australia’s direct funding assistance to MoFT and MID for (1) the Malaita Emergency Road Maintenance Project, (2) the Transport Emergency and Maintenance Program and (3) the OPMC Infrastructure Development Project.

· Signing off on specific stages of the SIG’s payments processes.

· Supporting MID to provide effective financial management of the funding for the Malaita Emergency Road Maintenance Project and the Transport Emergency and Maintenance Program.

· Supporting MID to provide effective financial management of the funding for the OPMC Infrastructure Development Project.

 

On this basis, the position will identify and report fiduciary risks and compliance issues to MID delegates and Australia, in line with the Solomon Islands Public Financial Management Act 2013 (PFM), Financial Instructions and Procurement and Contract Administration Manual, Circulars and Public Notices and DFAs.

About You

You need to have the following:

Selection Criteria

Qualifications

· Masters degree in accounting, international development or a relevant field; or a degree and holds a current membership of a recognised CPA or CA.

Key Selection Criteria

· A minimum of 10 years demonstrated experience as an accountant or public finance expert with a focus on compliance in public financial management, procurement and expenditure.

· Demonstrated experience in the Pacific, particularly the Solomon Islands will be highly regarded

· Excellent communication and interpersonal skills including the ability to build effective relationships, covey complicated/sensitive feedback and work with multiple stakeholders in cross-cultural context.

· Proven ability to apply high levels of judgment and confidentiality in dealing with sensitive matters.

· Demonstrated ability to share knowledge, build relationships, mentor and coach people to develop skills appropriate for the context, preferably in an international development context.

· A demonstrated understanding of, or direct experience in applying gender equality and anti-corruption strategies.

· Ideally, experience in the operation of Microsoft Dynamics 365 system.

· Demonstrated core values of respect, integrity and accountability, and a problem solver.
