About the Job
The Technical Manager (TM) is responsible for ensuring a high and reliable standard of technical operations across mechanical, electrical, plumbing, HVAC, cooling, fire protection, security, and building automation systems (BMS) at GE Healthcare's facility in Oslo. The role ensures that production areas, warehouses, laboratories, and support functions operate safely, efficiently, and in full compliance with applicable legislation, standards, and internal requirements.
The TM ensures that all appointed technical service providers work with the JLL Facility Management team as a cohesive unit, reflecting the vision and operational ambitions of GE Healthcare in safety, quality, delivery and cost. The role requires the effective coordination of these partners to deliver services within agreed scope, budget, SLAs, and contractual obligations.
The TM will work in close collaboration with all members of the JLL and GE Healthcare team, including Engineering, EHS, Finance, and Operations.
Key Responsibilities
- Develop and implement best practices for technical operations, maintenance, and continuous improvement across all building systems and support infrastructure.
- Ensure compliance with Norwegian regulations, statutory obligations, GE Healthcare policies, and EHS standards; report on deviations and corrective actions.
- Monitor and quality-assure the completion of planned preventive maintenance, major service interventions, technical audits, and annual building reviews.
- Undertake regular technical inspections of the facility to monitor servicing, maintenance, and compliance standards; report to the Facility Manager on all relevant matters.
- Meet regularly with appointed technical service partners to review and report on KPIs, SLAs, and active projects.
- Act as the building engineering expert on operational issues; where required, coordinate a solutions team comprising JLL engineering leads and senior supplier representatives to identify actions and agree rectification programmes.
- Lead energy management initiatives at site level — ensure buildings are operated at optimum performance and that energy consumption is closely monitored and reported.
- Develop and enhance the capability of existing building technology and contribute to the integration of SMART building solutions and data analysis platforms.
- Ensure that ad hoc and non-contractual technical tasks are fulfilled to a high standard and within agreed timelines and budgets, including out-of-hours coordination when required.
- Lead, coordinate, and oversee technical projects, refurbishments, and improvement initiatives in collaboration with internal and external stakeholders.
- Foster and develop a strong 'One Team' culture between GE Healthcare, JLL, and all technical service partners, promoting collaboration, accountability, and continuous improvement.
Qualifications and Experience
- Preferably a bachelor’s degree, technical college (fagskole) qualification, or equivalent in Building Services Engineering, Mechanical or Electrical Engineering, HVAC, Energy, Automation, or a related discipline.
- Minimum 3–5 years of experience at a senior technical management level within facilities, industrial, life science, or comparable regulated environments.
- Proven track record in supplier and contract management, including SLA and KPI governance.
- Strong understanding of complex technical systems, BMS/SCADA, energy management, and modern building technologies.
- Ability to communicate technical subjects clearly to both technical and non-technical stakeholders.
- Ability to produce high-quality technical reports, action plans, and decision support documentation.
- Fluency in Norwegian and English, spoken and written.
- Adept at managing change across a diverse supplier base, promoting best practice and providing strategic technical advice where appropriate.
