Scope of the Role
The Advisor will provide police capacity support within a high-risk operational environment. The Advisor will support PNG interests by delivering a range of tasks under the direction of AFP and RPNGC, contributing to a safe and secure environment.
This work may include:
• Review, develop and implement a renewed RPNGC (Royal Papua New Guinea Constabulary) canine capability, including general duties and detection dogs
• While the work will be focused in Port Moresby, support capability uplift across other regional centres
• Identify suitable breeding programs and develop training programs for canines and handlers
• Provide strategic advisory support to the RPNGC Canine Director
• Develop governance arrangements and undertake operational planning in consultation with stakeholders
• Foster a positive culture for the care and maintenance of the canine program
• Undertake routine program tasks, including situation reporting, animal husbandry, and maintaining a PNG-APP work location
• Liaise with PNG Government agencies with similar programs, including Customs
• Manage budgets and procurement processes, and support associated infrastructure development
Selection Criteria
The successful applicant will have:
• Previous experience in the required policing field
• Highly developed written and verbal communication skills, particularly in the context of policy development and executive briefings
• A demonstrated ability to lead a small team to deliver high quality outputs within required timeframes
• Demonstrated flexibility, adaptability, and ability to maintain team momentum and engagement through changing priorities
• Outstanding stakeholder engagement skills and the ability to lead high quality stakeholder engagement/consultation processes
• Demonstrated understanding of, and commitment to, the AFP Values and Code of Conduct
• Good judgement, strong professionalism, and the ability to operate autonomously and within a team
• Minimum of five years contemporary policing or equivalent experience
• Ability to deploy to PNG, including the maintenance of the relevant gateway clearances required for deployment
• Demonstrated ability to work in a small team in adverse environments/conditions
