Job Description
The Position
Under administrative supervision of the Behavioral Health Chief Financial Officer or division chief, the Behavioral Health Financial Controller serves as a senior fiscal and administrative leader for the department, functioning in the capacity of a financial controller. In this capacity, this position maintains fiscal oversight and accountability for the department’s financial operations, including accounting, reporting, internal controls, and compliance across all funding sources.
The Behavioral Health Financial Controller is responsible for the management of personnel, financial, administrative, and managerial functions in a large-size agency/department. The position assists in developing departments goals, strategic plans, and long-term vision, and makes policy decisions.
Distinguishing Characteristics
Levels in the Administrative Services Director classes are generally based on, but are not limited to, the department's organizational complexity and size, nature and number of functions and programs, and scope of supervision including the classification level or types of positions managed.
Administrative Services Director II is the second level of the Administrative Services Director series.
DEPARTMENT/AGENCY: Health Care Agency - Behavioral Health
Work Location: This position is 100% onsite. Please note that remote or hybrid work arrangements are not available for this role.
Administrative Services Director II is a management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.
TENTATIVE SCHEDULE

Duties may include, but are not limited to the following:
- Manages cash flow, fund balances, and multi-fund accounting across federal, state, and county funding streams; oversees preparation and submission of cost reports and other mandated fiscal reporting.
- Directs year-end close processes; coordinates preparation of financial statement and audit documentation; serves as the primary liaison during external audits; implements corrective action plans in response to findings.
- Develops and presents fiscal plans and program recommendations to Behavioral Health Director and Chief Financial Officer, the Board of Supervisors, County Executive Office, County departments, advisory committees, commissions, and independent agencies.
- Represents the department in fiscal, program, and personnel matters; builds collaborative relationships with county partners, external agencies, and other stakeholders.
- Directs billing operations, including oversight of claim submission, denial management, and revenue cycle processes; establishes internal controls to ensure accuracy, compliance, and maximization of reimbursements.
- Reviews and analyzes legislation and technical regulations to assess financial impacts, advises department leadership on fiscal risk, compliance, and policy implications.
- Makes recommendations for department policies, procedures, and strategic goals; assists in developing the department’s long-term vision.
- Determines staffing requirements; supervises and evaluates staff performance; trains and directs personnel across fiscal and administrative functions.
- Directs the preparation, monitoring and reporting of the department's budget; leads financial planning, forecasting, and multi-year modeling for behavioral health programs and services in coordination with other senior management staff.
- Establishes and monitors internal controls to safeguard departmental assets, ensure reliability of financial data, and prevent fraud, waste, and abuse.
- Conducts studies of new and existing programs and special projects to determine feasibility, resolve problems, increase efficiency, and to make appropriate recommendations.
- Negotiates with representatives from the public and private sectors;
- Leads and delivers presentations on complex and sensitive fiscal and policy issues before diverse audiences.
- Coordinates the department's administrative support functions and services with that of other divisions and programs, County departments, outside agencies, and vendors.
- Performs related duties as required.

EDUCATION, TRAINING, AND EXPERIENCE

Any combination of education and experience which would demonstrate possession of the required knowledge, skills, and abilities.
An example of a qualifying education and experience is:
- Possession of a bachelor's degree in Business, Finance, Public Administration, or related field
AND
- Four (4) years of recent and progressively responsible experience in administration, finance or accounting; and
- Three (3) years of supervising professional-level staff.
Necessary Special Requirement(s):
- Experience in Finance within a large department and/or organization.
Work is primarily performed onsite in an office environment, but incumbent may be required to travel to various sites.
Knowledge, Skills, and Abilities

- Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards as applied to public sector entities: governmental fund accounting, including general fund, special revenue funds, and grants.
- Public sector financial management, financial reporting requirements, including preparation of financial statement, cost reports, and mandated fiscal reports, cash flow management, audit processes, procurement and contract rules, statistical and financial forecasting techniques applicable to behavioral health care programs and services.
Comprehensive ability to:
- manage diverse responsibilities;
- analyze complex issues, evaluate alternatives, and recommend effective solutions;
- supervise, train and mentor staff;
- communicate effectively orally and in writing;
- establish positive professional working relationships with diverse groups such as County and department executives, and stakeholders;

- interpret and apply statutes, policies and regulations;
- negotiate with representatives from the public and private sectors;
- develop policies and proposals to meet ever changing needs;
- maintain the integrity of financial records and accounting systems in compliance with GAAP, GASB, and applicable regulations;
- design, implement, and monitor effective internal controls to safeguard public assets;

ORAL EXAMINATION – 100%: A job-related Oral Examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list. If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list. Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
