About The Division:
Fiscal Management helps ensure financial resources move where they’re needed to support the state’s goals and the Comptroller’s role as the state’s chief accountant. Minimum Qualifications
Education:
Graduation from an accredited college or university with a bachelor’s degree.
Experience:
· Six years of experience with process or systems analysis work in any one or combination of the following: human resources, time and labor, position management, payroll, performance management, learning management, talent acquisition management, and employee/manager self-service systems.
· Two years of experience working with at least one of the four PeopleSoft HCM core modules on version 9.2 or higher.
· Experience writing Functional Design Documents.
· Experience participating in ERP initiatives.
· Experience supporting ERP systems in a production environment.
Preferred Qualifications
Preferred Education:
Graduation from an accredited college or university with a bachelor’s degree in business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems.
Preferred Experience:
· Experience developing requirements, analyzing, designing, developing, testing, and implementing components of one or more of the Comptroller’s statewide financial systems (Centralized Accounting and Payroll/Personnel System, Human Resource Information System, Standardized Payroll/Personnel Reporting System, Uniform Statewide Payroll/Personnel System, Texas Identification Number System, and Uniform Statewide Accounting System).
· Experience writing queries via SQL Developer and analyzing data using one of the four PeopleSoft HCM core modules.
· Experience working with Texas state government processes, policies, and procedures.
· Experience creating training curricula, conducting training classes, and evaluating training classes or programs.

Licenses and Certifications
ITIL Training, as outlined in the CAPPS ITIL Journey is required to be completed by December 31 of every year. New hires are required to complete their initial CAPPS ITIL Journey training by December 31 following their new employee six month probationary period. The Information Technology Infrastructure Library (ITIL) is a set of detailed practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business. Certification is not required, but ITIL training to enable resources to practically apply the principles as part our Service Desk structure is required.
These classes are in addition to, and do not substitute for, any training requirements at the division or agency level.
Project Management Professional (PMP), Certified Public Accountant (CPA), Certified Payroll Professional (CPP), Professional in Human Resources (PHR), Society of Human Resource Management-Certified Professional (SHRM-CP), Society of Human Resource Management-Senior Certified Professional (SHRM-SCP) or Senior Professional in Human Resources (SPHR) certification is preferred.
In this role you will:
Provide CAPPS Production core system support:
· Plans, designs, implements, supports, and maintains the information technology security measures to safeguard system information.
· Provide system expertise and functional support throughout the application development and application change processes, including duties associated with integration between CAPPS HR/Payroll and other CPA legacy systems, as needed.
· Provide functional support primarily for the Time & Labor module and collaborate in providing support for the Human Resources and Payroll modules or other relevant modules as deemed appropriate.
· Identify problems and propose innovative solutions for all CAPPS modules.
· Develop functional design documents for all required code modifications.
· Coordinates and/or tests and diagnoses systems to ensure critical requirements are met.
· Develop reporting and system requirements.
· Active participation in the Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities.
· Plan and participate in all disaster recovery exercises and serve as an Emergency Relocation Group (ERC) Primary Telework participant.
· Oversees and/or trains staff prior to the implementation of technical and/or systems upgrades and offers advice and guidance during the implementation process.
· Provides mentorship for Agency Services personnel as opportunities for cross-training and knowledge sharing are presented.
All production support is expected to account for the system interdependencies with other functionality, modules, legacy systems, reporting needs, and overall data integrity
Project Management and Special Processing Support:
· Oversees and/or conducts studies and prepares reports that include study findings, recommendations, and instructions for proposed system implementations; formulates logical descriptions of problems; and devises and implements optimum solutions.
· Oversees projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.
· Coordinates and/or participates in the development and execution of enterprise-level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology road maps.
· May participate in multiple projects.
· Performs all duties within the approved project scope and on schedule according to project milestones, deliverables, and due dates.
· Maintains all documentation in accordance with approved release methodology.

o Fiscal Year End
o Image Upgrade
o Tools Upgrade
o Legislative Coordination
o Security Analysis
Provide CAPPS Expansion support:
· Perform customer-facing responsibilities in support of the CAPPS Expansion efforts for Central and Hub agencies.
· Analyze agency-specific fits/gaps and determine the impact on agency business processes, primarily focused on the Time and Labor module.
· Perform configuration and prototyping based on direct interaction with designated agency personnel and in accordance with best practices.
· Provide training assistance and User Acceptance Testing support for designated agency personnel.
· Maintain concise and accurate documentation of Expansion analysis and deliverables.
· Communicate complex concepts both verbally and in writing.
· Examples of Expansion activities may include, but are not limited to:
o Rollout of new functionality
o New agency creation
o Module Expansions for additional functionality
o Third-party integrations for additional functionality
Perform all other related duties as assigned.
