Job Description Summary

The Associate Director, Development Operations and Analytics, is responsible for strengthening the operational and analytical functions of the Real Estate Development (RED) department to ensure compliance with interdepartmental policies and procedures while supporting alignment with newer organizational goals and priorities. This role helps translate strategy into execution and institutionalization by supporting the design, refinement, and management of operational and data systems, process documentation, and other controls that enable teams to consistently deliver high quality results, integrate continuous improvement frameworks, and scale newly incubated solutions and best practices while mitigating risk. The role serves as a connective point between development activity, organizational systems, and governance processes, helping ensure that leadership and project teams have access to accurate data, consistent reporting, and clearly defined workflows.

Reporting to the VP of Development Strategy and Impact, the Associate Director has two complementary areas of focus. First, the role supports day to day operational execution, process discipline, and cross functional collaboration to support overall pipeline management, development lifecycle milestone tracking, and readiness for governance and authorization processes. Second, the role strengthens analytics and reliable pipeline and portfolio visibility, including access to validated data driven insights, by advancing deeper adoption of core platforms, supporting the development of system integrations, and helping pilot and institutionalize new tools, methods, and best practices.

Job Description

  • Collaborate with the EVP of Real Estate Development and the Development Strategy and Impact (DSI) team to help operationalize ECD’s strategic priorities.
  • Support day‑to‑day execution of real estate development operations by helping coordinate workflows, documentation, and deliverables across development projects.
  • Partner with senior RED leadership and the Director of Development Planning and Resident Impact to develop, refine, and implement development operations procedures, policies, and tools, including associated documentation, SOPs, and job aids to support onboarding, training, and consistent adoption across teams.
  • Support consistent use of Dealpath as the system of record for development pipeline management, reporting, and task workflows.
  • Help maintain pipeline and portfolio data integrity through data validation, quality control, mapping template updates, and other platform improvements, including coordination with cross‑functional teams to obtain data updates.
  • Facilitate preparation and maintenance of pipeline dashboards, reports, and status updates used by leadership and cross-functional team members.
  • Support rollout, refinement, and ongoing use of Sage for construction cost accounting, in coordination with Development, Finance, and Construction Management.
  • Assist with documenting and optimizing workflows and mapping integration touchpoints between Dealpath, Sage, Yardi, and related systems.
  • Facilitate implementation and ongoing use of the Collaborative Milestone Policy across the development lifecycle including generation of updated or supplemental guidance as needed.
  • Track milestone progression, cross‑functional dependencies, and project readiness indicators to support timely advancement of projects.
  • Facilitate coordination of inputs, timelines, and documentation for development authorization and governance processes, including DAIC, REC, and Board reviews, and support quality control of submission materials.
  • Serve as a key operational liaison for the Real Estate Development department as well as across other departments – e.g. Shared Services’ Data Analytics and Reporting, Finance, IT, Asset Management, and Property Management to support coordination and issue resolution.
  • Provide support as needed for cross-cutting business line and service teams (e.g. Clean Energy, Relocation) for reporting, compliance tracking, and task management.
  • Assist in identifying operational gaps, process inefficiencies, data issues, or execution risks and support continuous improvement efforts.
  • Support ad hoc analyses, reporting requests, and operational initiatives that enhance development execution, portfolio visibility, and decision‑making.

Experience, Education, Training and Qualifications

  • A Bachelor’s degree is required, preferably in real estate, urban planning, business administration, finance, public administration, or a related field. An advanced degree and/or completion of industry specific training is highly desirable.
  • 10 years of experience in multifamily real estate development operations, project management, asset management, or related roles.
  • Demonstrated ability to apply systems thinking and organizational leadership to cross-cutting, strategic initiatives.
  • Strong organizational skills with the ability to manage multiple priorities and coordinate work across teams.
  • Strong analytical, problem‑solving, and quantitative skills, with the ability to interpret and work with operational and financial data.
  • Advanced computer proficiency, including strong Microsoft Excel skills; experience working with data‑driven tools and reports.
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly to diverse stakeholders.
  • Demonstrated attention to detail and experience supporting quality control processes and data integrity across systems and workflows.
  • Experience working in nonprofit, affordable housing, or mission‑driven development organizations; familiarity with real estate development approvals, investment committees, and board governance processes is a plus.
  • Experience in property operations and compliance, including but not limited to tenant certifications.
  • Experience working with enterprise or shared systems, data analytics, and reporting; familiarity with Dealpath, Sage, or comparable development and financial systems is a plus.
  • Experience coordinating complex, multi‑stakeholder workflows and supporting cross‑functional collaboration.
  • Sound understanding of real estate terminology and concepts, including multifamily development and LIHTC (a plus).
  • Familiarity with a variety of rental assistance programs, including but not limited to Section 8 and Section 9.
  • Demonstrated ability to work independently while maintaining strong collaboration and ethical standards in a team‑based environment.

Work Location and Work Time

The home offices for Enterprise Community Development and Enterprise Residential are located in Baltimore and Bethesda, Maryland. This position will be assigned a primary office location by their respective manager for regular in-person attendance and meetings. Video conferencing is used almost daily and on multiple occasions within a workday.

Our standard work week consists of 37.5 hours, but given the nature of affordable housing and specifically, real estate development, additional work time will likely be required.

Salary Transparency

  • Enterprise offers a comprehensive total rewards package for you and your family. The pay range for this position is $110,000/year - $149,000/year. The salary range represents the low and high end of what may be paid for this position. It is not typical for an individual to be hired at or near the top of the pay range, and compensation decisions may be influenced by a variety of factors, including skills, qualifications, experience, and location.
