For more information, visit www.worldbank.org Europe and Central Asia Region The Europe and Central Asia (ECA) region comprises 30 extremely diverse, predominantly middle-income countries, with a population of nearly 500 million people. ECA countries face structural and legacy issues, including an incomplete transition to a market economy and declining productivity, weak institutional capacity, dependence on fossil fuels, limited physical and digital connectivity and, in many instances, aging populations. Recent shocks (COVID-19, Russia’s invasion of Ukraine, weather shocks and natural disaster) have further exacerbated these challenges, with significant impacts on the level, inclusiveness and sustainability of growth and overall living standards. The World Bank Group is working closely with client countries in the region to address these issues, with increasing focus on productivity growth and job creation, energy security and water management, human capital and economic inclusion, and physical and digital connectivity. The region has a strong lending pipeline and a large portfolio of projects spanning a number of sectors. In addition, knowledge is critical to the Bank’s value proposition to client countries in the ECA region. https://www.worldbank.org/en/region/eca Procurement work in ECA The Procurement Team in Europe and Central Asia (ECA) Region provides crucial operational procurement support to ECA’s diverse portfolio. Policy dialogue is also important, through DPOs, TAs and collaboration with other GPs, the procurement team in ECA is helping countries to keep transforming their procurement systems. Effective, efficient, and transparent public procurement is crucial for achieving ECA’s objectives. Scope of Work The procurement specialist will work under the guidance of the accredited practice manager and the supervision and oversight of the specific hub coordinator. His or her main responsibilities are: • Support client countries in achieving value for money in public procurement to enhance service delivery and development outcomes with integrity. • Understand relevant procurement markets using analytical tools and approaches to define more effective procurement. • Provide technical fiduciary advice on procurement activities and engage in policy dialogue on procurement with client countries. • Review procurement documents including procurement strategies, procurement plans, bidding documents, evaluation reports, etc… • Conduct procurement risk assessments • Develops relationships with government senior officials to advance policy dialogue in procurement. • Transforms policy dialogue into concrete proposals that enhance and strengthen countries’ national procurement system. • Plays a significant role within the function in guiding/mentoring other stakeholders. • Develops and executes training modules on complex sector related procurement topics. The work implies frequent interaction with the following stakeholders: • Management and Bank’s staff in his duty station and in countries in the region. • Interactions with HQ based management staff and management. • Government officials at ministerial level and equivalent contacts in other international organizations, partner entities, etc. • Other external constituencies and expert groups.
