Job Description:
The Value and Access Manager for Taiwan / Hong Kong / Macau plays a strategic role in developing and driving value, access, pricing, reimbursement, and policy-shaping strategies across the cluster to enable timely and sustainable patient access to Ipsen’s innovative medicines. The role is responsible for translating healthcare system dynamics, payer expectations, policy trends, clinical value, and business priorities into actionable access strategies that support both patient outcomes and Ipsen’s portfolio growth.
As a key strategic partner to local cross-functional teams and regional/global Value & Access stakeholders, this position will lead assigned access workstreams, including reimbursement planning, HTA and evidence strategy, business case development, payer engagement preparation, pricing governance, and access-related business planning. Through strong technical expertise in market access, HTA, HEOR, policy insight, and business analytics, the role will help shape a favorable access environment, identify risks and opportunities, and provide evidence-based recommendations to support strategic decision-making in Taiwan, Hong Kong, and Macau.
Main Responsibilities & Technical Competencies
Level of Responsibility
- The role is expected to work with strategic guidance from the Head of Value & Access / Market Access & Public Affairs, while independently leading assigned access projects and solving complex access, reimbursement, policy, and evidence-related challenges. The position will be accountable for defined workstreams, including reimbursement preparation, evidence package development, access business cases, payer insight generation, and policy/access strategy recommendations.
- The role requires both technical depth and strategic judgment, with the ability to manage ambiguity, identify risks and opportunities, propose practical solutions, and influence cross-functional stakeholders across Taiwan, Hong Kong, Macau, regional, and global teams.
Market Access, Value Strategy & Reimbursement Planning
- Develop and execute market access, value, pricing, and reimbursement strategies for Taiwan, Hong Kong, and Macau, aligned with local business priorities and regional/global value strategies.
- Lead and support reimbursement submissions, pricing proposals, payer engagement materials, access business cases, and evidence packages to optimize patient access and business outcomes.
- Translate product value, clinical evidence, unmet needs, treatment landscape, and payer requirements into clear access strategies and compelling value propositions.
- Serve as the single accountable person for assigned access projects, including timeline management, cross-functional coordination, risk identification, and recommendation of strategic options.
HTA, HEOR & Evidence Generation
- Lead or support HTA and reimbursement dossier development, including clinical evidence synthesis, comparator assessment, unmet need analysis, budget impact, cost-effectiveness considerations, and local value evidence generation.
- Work with medical, regulatory, commercial, regional Value & Access, and external vendors to develop local evidence strategies that address payer and HTA requirements.
- Assess data gaps and propose pragmatic evidence-generation plans, including real-world evidence, local epidemiology, claims data analysis, and budget impact models.
- Critically review HTA/payer feedback and provide strategic recommendations to improve access outcomes.
Policy Insight, Policy Shaping & External Environment Monitoring
- Monitor healthcare policy, reimbursement reforms, HTA evolution, pricing regulations, and payer decision-making trends across Taiwan, Hong Kong, and Macau.
- Generate policy and access insights to inform business planning, portfolio strategy, and senior management decision-making.
- Support policy shaping initiatives through stakeholder mapping, issue analysis, external engagement planning, and development of policy narratives that support sustainable access to innovative medicines.
- Build understanding of payer priorities, budget constraints, access barriers, and healthcare system dynamics to anticipate risks and opportunities.
Business Planning, Forecasting & Cross-functional Strategy
- Contribute to business planning, long-range planning, forecast assumptions, scenario planning, and access-related financial assessments.
- Evaluate access opportunities, pricing scenarios, patient eligibility, market size, reimbursement timelines, and business impact to support strategic decisions.
- Partner closely with commercial, medical, regulatory, finance, supply, regional, and global teams to ensure access strategy is integrated into brand and portfolio planning.
- Provide clear recommendations to management based on evidence, payer insights, policy dynamics, and business implications.
Stakeholder Engagement & Cross-functional Collaboration
- Prepare payer engagement strategy, negotiation materials, objection handling, and access communication tools.
- Support engagement with external stakeholders, including payers, HTA bodies, clinicians, patient groups, policy experts, and relevant healthcare associations, in compliance with company policies.
- Coordinate internal alignment across local, regional, and global stakeholders to ensure timely decision-making and execution.
- Communicate complex access, policy, HTA, and pricing topics in a clear, structured, and business-relevant manner.
Knowledge & Experience
- Strong understanding of Taiwan and Hong Kong healthcare systems, reimbursement processes, payer decision-making, HTA requirements, and pricing environment; knowledge of Macau access environment is a plus.
- Solid knowledge of market access, pricing and reimbursement, HTA, value strategy, and payer decision-making processes in pharmaceutical or healthcare-related environments.
- Experience in developing or supporting reimbursement submissions, access strategies, payer value propositions, pricing proposals, access business cases, or evidence packages for innovative medicines.
- Good understanding of healthcare systems, reimbursement pathways, payer priorities, and policy dynamics in Taiwan and/or Hong Kong; ability to apply external insights to access strategy and business planning.
- Working knowledge of HTA and HEOR principles, including clinical evidence assessment, comparator analysis, unmet need assessment, budget impact analysis, cost-effectiveness concepts, real-world evidence, and payer evidence requirements.
- Experience translating clinical, economic, epidemiology, and policy information into clear strategic recommendations for internal decision-making and external access discussions.
- Strong business planning capability, including market sizing, patient flow assumptions, forecast input, scenario planning, financial impact assessment, and access-related risk/opportunity analysis.
- Experience working with cross-functional teams, including medical, commercial, regulatory, finance, regional/global market access, and external vendors or consultants.
- Ability to independently manage defined workstreams, coordinate multiple stakeholders, and deliver high-quality outputs under tight timelines.
- Strong analytical, problem-solving, communication, and project management skills.
- Relevant experience in market access, value and access, pricing and reimbursement, HTA, HEOR, healthcare policy, or related pharmaceutical roles is expected, approximately 5–8 years’ experience.
Knowledge & Experience — Preferred
- Experience across Taiwan, Hong Kong, and/or Macau access environments, including reimbursement submission, payer engagement preparation, pricing governance, or public-sector access pathways.
- Experience in oncology, rare diseases, specialty care, or innovative medicines requiring complex access strategy and evidence generation.
- Experience supporting policy-shaping initiatives, stakeholder mapping, external environment analysis, or healthcare policy engagement.
- Experience working with claims data, real-world evidence, local epidemiology studies, budget impact models, or vendor-led evidence generation projects.
- Experience developing access strategies across product lifecycle stages, including launch preparation, reimbursement expansion, price negotiation, post-listing management, and lifecycle optimization.
- Demonstrated ability to provide strategic recommendations to senior stakeholders based on payer insights, policy trends, evidence assessment, and business implications.
- Experience working in a regional or cluster role, or collaborating closely with regional/global Value & Access teams.
Education / Certifications
- Master’s degree or above in pharmacy, public health, health economics, health policy, life sciences, business, or a related discipline.
- Strong academic or professional foundation in healthcare systems, pharmaceutical policy, health economics, market access, or evidence-based decision-making.
Education / Certifications — Preferred
- Degree or certification in health economics, outcomes research, HTA, epidemiology, biostatistics, public policy, pharmacy, or business administration.
- Training or certification in project management, health technology assessment, health economics modelling, real-world evidence, or data analytics would be an advantage.
Language(s)
- Fluent in Mandarin Chinese and English, both written and spoken.
- Ability to develop high-quality business documents, access materials, reimbursement-related documents, and presentations in both Chinese and English.
- Ability to communicate effectively with local, regional, and global stakeholders.
Language(s) — Preferred
- Cantonese proficiency would be an advantage for Hong Kong stakeholder engagement.
- Ability to read or interpret medical, policy, HTA, and reimbursement documents in traditional Chinese and English.
