General Purpose of Job

This position is responsible for the oversight of the Revenue Maximization Program of the Children’s Network of Hillsborough. 

 

Serves as the supervisor of the Revenue Management Specialists and Child Healthcare Coordinator. Manages the accurate and timely processing of IV-E applications, Medicaid and TANF, as well as overseeing notification of other potential benefits, in accordance with Federal, State and CNHC regulations and requirements.

Essential Duties and Responsibilities

  • Monitors the daily operation of assigned program’s functions.
  • Supervises the Revenue Maximization staff including hiring, training, evaluating, counseling, disciplining and separating staff as needed. Hold regularly scheduled staff meetings with staff.
  • Ensures work performed by the Revenue Maximization staff is completed in accordance with Federal, State and Community Based Care regulations and requirements.
  • Develop and maintain internal procedures to ensure work is performed accurately, timely and efficiently.
  • Ensures the accurate and timely processing of new Title IV-E applications for out of home care clients, which includes:
    • Initiate new Title IV-E application in FSFN within five (5) calendar days of the child’s out of home placement
    • Determine child’s eligibility for funding for Title IV-E programs within DCF and Federal guidelines
    • Approve completed applications
  • Ensures accurate and timely processing of new Adoption Title IV-E applications for children in Adoption placement, which includes:
    • Determine child’s IV-E eligibility within two (2) calendar days of receiving the file from case management
    • Initiate Adoption Title IV-E application in FSFN within three (3) calendar days of determining eligibility
    • Submit completed application to CIC within ten (10) calendar days of adoption placement
  • Ensures the completion and submission of Medicaid applications to the DCF CIC Unit upon notice of child’s out of home placement to ensure timely Medicaid coverage. 
  • Monitors the TANF application and eligibility re-determination processes to ensure compliance with DCF and Federal guidelines.  Assists case managers and adoptive parents in completing TANF applications for clients in relative, non-relative and adoptive placements. Ensures TANF determinations do not expire before re-determinations are completed.
  • Ensures responses to inquiries regarding Medicaid billing and primary care physician changes from foster parents, case managers, relative and non-relative caregivers, and Protective Investigators.
  • Maintains accurate eligibility records for all clients with the appropriate paperwork complied for the DCF Contract Oversight Unit.
  • Oversees the preparation of the Revenue Maximization Program case record for audits and monitoring according to federal, state and CNHC regulations and requirements.
  • Direct the completion of statistical data for the Revenue Maximization Program as needed or as requested.
  • Provide training and technical assistance to all staff, including contracted case management agencies and community partners, as pertains to the Revenue Maximization Program.
  • Develop and maintain policy/procedure manuals for the Revenue Maximization Program.
  • Attend trainings, workshops, and meetings to keep the Revenue Maximization Program within federal and state compliance.
  • Ensures calls/emails are answered promptly. 
  • Maintain a regular in-office presence to provide direct supervision, support staff performance and development, conduct meetings, address operational issues in real time, and ensure effective collaboration and continuity of business operations.
  • Perform other duties as assigned to support departmental and agency goals, as needed and appropriate to the position.

 

Working Hours

Children’s Network of Hillsborough’s standard business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is an in-office based position that averages 40 hours per week. Work hours may vary outside of these standard hours, including evenings and weekends, as needed to meet operational demands. All hours worked will be compensated in accordance with the Fair Labor Standards Act (FLSA) and agency policies, including applicable overtime and other compensation requirements.

 

Travel

Travel within and outside of Hillsborough County is required.

 

Training

All employees are required to complete fifteen (15) hours of training annually, which may be completed online or in a classroom setting. Employees who hold a credential or license relevant to their position must ensure that all training and continuing education requirements are met to maintain their credential or licensure.

 

Supervisory Responsibilities

This position does not have supervisory responsibilities

 

Education and Experience

  • A Bachelor’s degree is required, or a combination of college coursework and experience at a level commensurate with a bachelor’s degree may substitute for the degree requirement.
  • Experience: Five years of related experience such as child protection, case management or economic services required. Three years supervisory experience required.
  • Strong organizational skills and problem-solving abilities is a must; and
  • The ability to establish and maintain positive working relationships is also a must.

 

Skills and Abilities

Computer experience in a Windows environment, Microsoft Office (Excel and Word), ability to learn and utilize other software programs. Proven ability to provide leadership to staff. Excellent verbal and written communication skills. Ability to interpret, adapt and apply guidelines and procedures. Ability to work independently and utilize initiative, ability to be organized and to meet deadlines.

 

Pre-employment Requirements

  • Certificates, License, Registrations, backgrounds, drug screens, Etc.
  • A valid driver’s license, clean driver’s license check, and proof of insurance is required.
  • No special certification or registration is required for this position.
  • Criminal background screening (Fingerprinting~ Local Law Enforcement /FBI / FDLE, and Abuse Registry)
  • Drug Screening is a requirement.
  • Children’s Network participates in E-Verify

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, legal documents, and/or governmental regulations.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format.  Ability to effectively present information and respond to questions from groups of managers, clients, public groups, and/or boards of directors.  Ability to speak effectively before groups of customers or employees.

 

Mathematical Skills

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

 

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.  Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to be proactive, as well as handle problems involving several concrete variables in standardized situations.
