The Opportunity: We are seeking a dedicated and strategic Unit Management Human Services Program Administrator 2 to develop and evaluate habilitative programming for youth within our juvenile correctional facilities. In this role, you will ensure each youth has an individualized, high-quality treatment plan from intake through their transition back into the community.
This role requires regular travel to facilities to provide hands-on oversight, guide unit management staff, and ensure compliance with programming standards.
Core Responsibilities:
Program Development, Strategic Leadership, and Collaboration
Collaborative Planning: Work closely with unit managers, case managers, and facility operations to plan, direct, and evaluate program areas; collaborate with facility, parole and reentry staff, community organizations, and other stakeholders to ensure service needs are met prior to a youth's transition back into the community.
Treatment Strategies: Partner with behavioral health administration and facility administration to develop, monitor, and review current and potential programming and treatment strategies.
Individualized Care: Ensure that every youth's individualized treatment plan is established at intake and strictly followed through their release date; attend and monitor treatment plan meetings.
Policy, Compliance and Quality
Policy Development: Research, develop, and monitor policies and procedures for programming and community services; direct the implementation of policies related to unit management and case managers.
Compliance and Outcomes: Monitor programs for overall effectiveness, complete required reports, and audit compliance with American Correctional Association (ACA) standards and departmental policies.
Program Quality and Support: Collaborate with facility leadership to identify and address programmatic needs; travel to facilities and sites for meetings, training, and program monitoring; provide hands-on technical assistance, troubleshoot issues, and ensure strict schedule adherence and program fidelity; train staff and deliver curriculum as needed.

Completion of undergraduate core program in social or behavioral science, pre-medicine or public or business administration or accounting; and 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; and 6 mos. exp. in supervisory principles/techniques.
Or completion of graduate core program in social or behavioral science, medicine-related field or public or business administration or accounting; and 12 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; and 6 mos. exp. in supervisory principles/techniques. Note: Training in business or public administration or accounting & exp. in review of services for cost containment/budgeting only pertain to medical cost containment program administrator positions.

PRE-SERVICE TRAINING:
All new candidates hired to the Department of Youth Services are required to attend 3 weeks of mandatory, paid training at the Correctional Training Academy in Orient, Ohio. Training Academy hours are Monday through Thursday, 7:00 am to 5:00 pm.
