Job Description Summary:

The role is responsible for leading various planning strategies and workflows within a fast-paced, cross-functional matrix environment with a focus on governance, budget, and organization planning. Leads a team and manages a portfolio of workstreams in collaboration with their leadership, responsible for ensuring effective decision making at all levels of the organization that leads to the successful implementation, adoption, and ongoing support for the portfolio of products and services. Guides and supports team members, stepping in to remove obstacles and facilitate resolution of particularly complicated issues. Proactive issue identification and influence skills are critical, working with a broad range of stakeholders well beyond their direct sphere of control to build relationships and negotiate win-win solutions. Leverages knowledge of priorities and initiatives to ensure that the programs and services in development and execution are delivered to meet market needs and foster optimal adoption among key stakeholders including BCBS Plans, accounts, providers, and consumers/members.

Responsibilities include but are not limited to:

Leads and facilitates planning processes with leadership, project management, and finance to determine priorities and funding as part of the annual budget development process, while providing financial oversight for projects to ensure programs are delivered within budget and revenue targets are met. Develops relationships across BCBSA organizations, serving as a trusted advisor to understand business objectives and roadmaps, and integrates insights to identify interdependencies and operational efficiencies. Uses negotiation skills to develop solutions, collaborates with business owners to monitor realignment needs, and ensures critical operational business processes support reporting.

Leads Governance Planning by ensuring effective planning execution across the Market Solutions Committee, engaging MS staff for effective decision-making processes, and developing governance training for stakeholders. Collaborates with BCBSA governance, communications, and leadership to deliver multi-day training programs and ensures effective communication across internal stakeholders. Stays informed on governance decisions and scheduling requirements to ensure initiatives and projects use the established governance process effectively.

Leads Organization Planning: Leads and provides input for other strategic organization planning needs in collaboration with their leadership. Provides support and leadership as needed within Market Solutions business teams in the planning and strategy of their roadmaps and work streams. Ensures consistent integrated communication across key strategic initiatives to ensure consistency and alignment of objectives for key priorities. Provides direction and oversight of improvements to protocols and processes for department strategy efforts. Advocates the development and implementation of consistent collaboration tools to improve document review process, workflows, and collaboration. Stays current with applicable regulatory requirements.

Lead and manage a team with the aim of driving effective performance management, fostering professional growth, and creating a positive and inclusive work environment. This role is dedicated to utilizing strong leadership and communication skills to motivate and inspire team members, ensuring they are aligned with and committed to achieving the organization’s goals.

The posting range for this position is:

158,162.60 - 221,911.81

Required Education, Certifications and Experience


Education

  • Required Bachelor's Degree in communications, marketing, business or a related field; or equivalent work experience.
  • Preferred Master's Degree in business, communications, healthcare or equivalent work experience demonstrating extensive knowledge of activation and communication issues relevant to the healthcare setting

Experience

  • Required 10+ Years communication, program strategy and/or program execution experience


Knowledge Skills and Abilities

  • Advanced knowledge and understanding of Word, Excel and PowerPoint.
  • Demonstrated strategic thinking skills and approach to problem solving.
  • Effective organization, presentation, negotiation and communications skills (oral and written).
  • Good decision making and critical thinking relative to problem analysis/resolution at both the strategic and functional levels.
  • Relationship management skills. Ability to build effective relationships with cross-functional teams.
  • Consensus building and negotiation skills. Proven ability to develop key business partnerships both internal and external.

A candidate’s position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs. This job is also eligible for annual bonus incentive pay.
