QUALIFICATIONS:
- Master's degree in special education or a related area of discipline
- Minimum of five years teaching experience and previous training or experience in special education programs; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Is a certified trainer in Crisis Prevention Institute (CPI) and Ukeru or has the ability to become a CPI and Ukeru trainer within the first year of employment.
- Valid South Carolina teaching certification or eligible for certification from out of state experience.
- Must have current government issued identification
TERMS OF EMPLOYMENT:
8 Hours/230 Days
Administrative Salary Schedule (Group E)
The terms of employment detailed in this job description are based on full time employment during the school year. Conditions of employment adjusted for part time employees or individuals who are hired for less than an entire school year.
GENERAL SUMMARY:
Under general supervision, assists in the development and supervision of special education programs for students with Individual Education Programs. Special Services provides support to all district schools in four focus areas of services to include Early Childhood, Academics, Behavior and Mental Health, and Post-Secondary Transitions. All supports are centered around the 17 indicators in the Individuals with Disabilities Education Act (IDEA).
ESSENTIAL FUNCTIONS:
- Supports and upholds the mission, vision and strategic goals of Lexington County School District One towards increased outcomes for students.
- Interacts, communicates and collaborates with all stakeholders effectively.
- Establishes a safe, supportive, positive and productive working and learning environment.
- Operates general office and technology equipment needed for daily activities.
- Maintains confidentiality regarding all employee and student information.
- Requests and maintains materials needed for daily responsibilities and essential functions; provides for safe storage and proper use of all tools, equipment and material
- Provides leadership in planning, developing and implementing comprehensive instructional programs for special education students in the four focus areas and as it relates to all 17 indicators in IDEA.
- Stays abreast of current research and state/national information regarding special education learners in order to support best practices and to lead district efforts to strengthen and personalize services, supports, curricular, and programmatic offerings.
- Coordinates special education programs which include students covered under the 13 disability categories in IDEA.
- Coordinates special education supports specific to Discipline, specifically the rates of suspension and expulsion, monitoring for significant discrepancy and significant disproportionality in discipline rates among students identified for special education.
- Monitors the percent of districts with disproportionate representation in specific disability categories including students identified as having emotional disabilities.
- Oversees and manages the district's Applied Behavior Analysis (ABA) program including supervision of Board Certified Behavior Analysts and Registered Behavior Technicians.
- Oversees and manages the early childhood and elementary Behavior Support program.
- Supervises and coordinates programs according to the procedures developed by the State Department of Education and in Lexington County School District One with intentionality leading to outcomes for students with disabilities.
- Conducts annual needs assessment of special education programs and recommends to the director of special services in the areas of Early Childhood, Academics, Behavior and Emotional Health, Post-Secondary Transition, and Compliance.
- Develops instructional programs compatible with the overall educational needs of the students identified with Individualized Educational Programs (IEPs).
- Analyzes, evaluates and reports directly to the Executive Director of Special Services the accomplishments, needs, and concerns of various special services programs.
- Cooperates with public and private agencies, organizations, and professional personnel in securing and providing services for students with disabilities.
- Participates in the recruitment, selection and assignment of special education personnel as directed by the Executive Director of Special Services.
- Assists school administration in observing and evaluating special education teachers and support staff.
- Works with school administrators and local designees in planning, establishing and evaluating special education programs.
- Monitors and reviews student special education records according to state and federal guidelines.
- Implements a continuous professional learning program focusing on special education behavior related support which allows teachers and administrators to gain expertise in meeting the behavioral needs of the students they serve.
- Has a strong working knowledge of Functional Behavior Assessment, Behavior Intervention Plans, and the Manifestation Determination Review processes.
- Participates in professional meetings, educational conferences, and training workshops as required.
- Monitors and reviews student special education records according to state and federal guidelines.
- Could include supervision of teachers, support providers, or teams of providers.
- Meets professional obligations through efficient work habits such as meeting deadlines, honoring schedules, and coordinating resources and meetings in an effective and timely manner.
- Participates in professional meetings, educational conferences, and training workshops as required.
- Selects technology tools, equipment, and supplies needed for daily activities; provides for safe storage and proper use of all materials, equipment and tools.
- Effectively uses personal computing devices and software applications for the management of daily activities.
- Meets with parents, administrators, teachers, etc. as needed to discuss student performance, activities, etc.
- Performs other job-related duties as assigned
SUPERVISORY RESPONSIBILITY:
Makes budget recommendations to the Director of Special Services. Responsible for materials and supplies budget(s) as assigned. Supervises certified and classified staff members as assigned.
OTHER SKILLS and ABILITIES:
Ability to perform duties with awareness of all district requirements and Lexington County School District One Board policies. Must be able to access reliable transportation.
Personal computer experience required. Strong knowledge of word processing, e-mail, spreadsheets, electronic file management, the internet, and reporting and presentation software. Ability to establish and maintain effective working relationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to apply knowledge and current research and theory. Ability to organize and implement a flexible work schedule in order to meet reporting deadlines. Ability to self-monitor and manage multiple tasks while working individually and with members of a group. Ability to submit all requested reports and documentation in a timely manner and in accordance with scheduled deadlines. Some extended hours and multiple demands from several people are frequently required of the employee. Computer literacy required.
Knowledge of the policies, procedures and activities of the school district which pertain to the specific duties and responsibilities of the position. Knowledge of local and state special education procedures. Knowledge of other applicable local, state, and federal guidelines, laws and regulations impacting special education. Knowledge of best practices for instructing students with disabilities. Knowledge of techniques and methods for training teachers and administrators regarding special education issues. Knowledge of instructional materials for teaching students with disabilities. Knowledge of the records, forms, and reports which must be prepared and maintained. Knowledge of proper maintenance and utilization of equipment, materials, and supplies used in daily activities. Ability to demonstrate effective problem solving skills. Ability to exhibit effective interpersonal and organizational skills. Ability to be punctual and dependable. Ability to operate general office equipment and demonstrate high level application of technology devices in the performance of daily activities Ability to communicate and interact effectively with students, parents, administrators, district staff, and all other stakeholders involved in the activities of the job.

Specific vision abilities required by this job include close vision, distance vision. Occasionally the position requires the employee to work irregular or extended hours. Duties of the job require frequent use of a computer monitor and related equipment.

Conducts duties primarily in an office or school environment with no significant exposure to hazardous environmental conditions. Requires ability to provide constant attention, meet tight deadlines and work with a variety of adults and students with special needs. Physical demands are restricted to work requiring occasional lifting/moving of items weighing up to twenty-five pounds. Local travel is required; occasional overnight travel required. Requires the operation of general office and technology equipment.
