The Role
The Technical Skills Panel (TSP) brings together a diverse network of training providers, technical experts, and organizations across Australia, the Pacific and Timor-Leste to support training delivery and skills development activities. Effective coordination, strong compliance systems, and consistent safeguards oversight are critical to ensuring quality, accountability, and alignment with DFAT and DT Global requirements. The TSP Safeguards Coordinator plays a dual role in supporting operational coordination and strengthening safeguarding compliance across TSP members, ensuring training providers and technical experts are supported to meet required standards while contributing to efficient and effective training delivery and skills development activities.
Responsibilities
Administrative support and coordination
Provide day-to-day administrative and coordination support to the Regional Safeguards Manager, while working closely with the TSP Panel Lead, and TSP members on assigned tasks.
Coordinate TSP safeguarding meetings and activities including agenda preparation, documentation, and follow-up on action items.
Maintain organized filing systems for TSP Safeguarding documentation, ensuring accessibility, version control, and alignment with program requirements and DT Global and DFAT Safeguarding requirements.
Safeguards Coordination and Compliance
In liaison with the TSP Lead, coordinate safeguards risk and capacity assessments for all TSP members as part of due diligence and ongoing compliance processes.
Develop and implement TSP member-specific safeguards workplans to support alignment with DFAT and DT Global comprehensive safeguarding standards (including Child Protection, PSEAH, Do No Harm, WHS, and fraud and corruption prevention).
Provide ongoing technical support and follow-up to TSP members to address identified safeguards gaps.
Monitor and track safeguards compliance and risk mitigation actions, ensuring timely follow-up and documentation.
Maintain accurate, up-to-date and auditable records of safeguards documentation and compliance status for all TSP members.
Support the integration of survivor-centered, trauma-informed and do no harm approaches across TSP processes and engagements.
Escalate emerging safeguards risks and issues to the Regional Safeguards Manager as required.
Data management and tracking systems
Establish and maintain systems to track safeguards risk and capacity assessments and action plans, partner compliance against safeguarding standards and TSP activities, assignments, and deliverables
Develop and maintain dashboards and tracking tools to support real-time monitoring and reporting.
Generate regular reports and data summaries to support internal reporting, MEL frameworks, and DFAT requirements.
Provider communications and engagement support
In liaison with TSP lead, coordinate communication with TSP members on operational and safeguards-related matters, including document requests, updates, and follow-ups.
Support onboarding processes by ensuring TSP members understand safeguarding expectations and compliance requirements.
Maintain communication records to ensure consistency and accountability in engagement with TSP members.
Documentation and compliance administration
Maintain and update templates, tools, and guidance materials related to safeguards, due diligence, and TSP processes.
Support due diligence processes by coordinating safeguards documentation review, verification tracking, and record management.
Ensure all compliance documentation is current, complete, and aligned with DFAT and DT Global safeguarding requirements.
Tender and assignment logistics support
Support coordination of assigned TSP Safeguards tasks, working closely with the TSP Panel Lead at regional and country level.
Assist in tracking TSP assignments, deliverables, and provider performance.
Support alignment of TSP activities with Pacific Australia Skills program priorities and country-level needs.
Reporting and Stakeholder Engagement
Provide regular updates and reports on TSP activities, safeguards compliance, and partner progress to Regional Safeguards Manager, Skills Director and the TSP Panel Lead
Prepare concise reporting outputs including dashboards, summaries, and briefing notes.
Support coordination and communication between TSP members and internal stakeholders
Learning and continuous improvement support
Support the capture and documentation of lessons learned, good practices, and safeguards insights from TSP implementation.
Assist in identifying trends, risks, and areas for improvement in both safeguards and operational processes.
Contribute to continuous improvement of TSP systems, tools, and processes.
Promote awareness and understanding of safeguarding policies and expected behaviors among TSP members.
Contribute to fostering a safe, inclusive, and accountable working environment aligned with Pacific Australia Skills, DFAT, and DT Global standards.
Selection Criteria
Bachelor’s degree in relevant field or At least 5 years of demonstrated experience in administrative coordination and operational support within complex programs or multi-stakeholder environments.
Proven experience in safeguards, compliance, or due diligence processes, including understanding of DFAT safeguarding policies and international development standards.
Experience conducting assessments, developing workplans, and supporting capacity strengthening initiatives.
Strong data management and reporting skills, including experience with databases, tracking systems, and dashboards.
Excellent organizational skills with the ability to manage competing priorities, meet deadlines, and maintain high attention to detail.
Strong written and verbal communication skills, including report writing, stakeholder engagement, and coordination across teams.
Proficiency in Microsoft Office Suite and ability to adapt to program-specific systems and tools.
Understanding of TVET, skills development, or international development contexts in the Pacific region.
Demonstrated cultural sensitivity and ability to work effectively across diverse Pacific Island and Timor-Leste contexts.
Demonstrated commitment to Gender Equality, Disability and Social Inclusion (GEDSI), child protection, prevention of sexual exploitation, abuse and harassment (PSEAH), and broader safeguarding principles.
