An Overview 

The primary responsibilities of this position are to:

  • Develop, implement, and report on a comprehensive outcomes measurement system for the CSB programs and other department activities as required;
  • Develop an annual State Performance Contract which details capacity, services and consumers to be served in behavioral health for the upcoming year;
  • Complete all reporting and surveys on CSB services and consumers for internal purposes, as well as all local, state and federal government requirements;
  • Assist Division Directors in optimizing program operations through data analysis and planning; and
  • Develop and maintain a quality assurance program to ensure that data retained in the Department’s electronic health record system is appropriate and necessary, and that the data is accurate and timely.

This is accomplished by utilizing a thorough knowledge of the State taxonomy of behavioral health services and how it relates to local programs, reviewing complex data reports, performing detailed audits and performing complex quality assurance studies to resolve data issues or answer complex management questions in high-risk areas.


What You Should Bring 

The ideal candidate should have thorough knowledge and understanding of the substantive nature of departmental programs and the interrelationships among them, including knowledge of the principles and practices of public administration; good knowledge of the principles, concepts, methods and techniques of program analysis, including understanding of personal-computer-based and mini-computer-based database management information systems, general computer operations and pertinent statistical, accounting, budgetary and economic principles and techniques; analytical ability and skill in establishing mutually productive working relationships with program officials and the ability to supervise the work of technically-trained and administrative and clerical personnel.


The Opportunity 

  • Assist and provide oversight along with the EHR Administrator to report on the annual Performance Improvement Plan addressing efficiency, effectiveness and satisfaction outcomes for all Department programs;
  • Assist and provide oversight along with the EHR Administrator on the annual Performance Contract with the State detailing program capacity, service projections and consumer population traits for each fiscal year;
  • Complete or supervise completion of all department reporting to include periodic division statistics tables, quarterly and annual reports to the Board, quarterly and annual reports to the State, Performance Outcome Measurement System submissions to State, local government reporting and other ad hoc reports to funding sources;
  • Assist Division Directors and team leaders in solving management or program operations problems through business processes, data analysis and serve as team member in planning for and implementing new grants and programs as required;
  • Provide training to CSB staff on the HER database and new employee EHR training;
  • Create training materials with support from the HER Administrator
  • Work closely with EHR Administrator and staff from around the State regarding the implementation of new State reporting, and to ensure that software modification change requests for State reporting are developed for the electronic health record software system;
  • Serve as a backup for database administration activities for complex health information management system, serve as lead on implementation of system changes affecting client services and reporting, and complete testing of all software modifications as they relate to all reporting and quality assurance activities;
  • Supervise quality assurance studies and use standard audit procedures to analyze the scope of the problem, work with the staff to develop solutions, implement solutions and audit results;
  • Develop and conduct various in-depth surveys throughout the year to assess satisfaction with services or assess the need for additional services from major stakeholders (consumers, staff or other agencies) and prepare an analysis of results;
  • Supervise one employee who is responsible for data quality assurance.
  • Develop and review policies and procedures pertaining to performance improvement activities, quality assurance of data, and reporting. Along with developing workflow procedures for CSB Business practice


About the Department 

The Center for Adult Services (CAS) provides programs and services in Aging; Adult Protective Services; Clinical & Emergency Services; and Community & Residential Support Services for seniors and for persons with mental illness, intellectual disabilities and substance use disorders. CAS provides compassionate and effective person-centered services based on best practices. Our teams support self-determination, safety and recovery for Alexandria residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.

Four-Year College Degree; completion of college-level courses in public or business administration or statistics; three-five years of experience in program evaluation, program analysis or policy development work; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Master’s degree in Business Administration, Public Administration or similar course of study.   Experience in developing outcome-oriented performance measures in the public sector. Familiarity with Virginia behavioral health services taxonomy. Excellent understanding of design and operation of relational databases and data management systems, with an emphasis in behavioral health information systems. Experience with automated clinical records for a Virginia CSB. Corporate compliance experience. Significant experience with performance measures and indicators. At least two (2) or more years of experience working in credible or any relevant electronic health record. At least one (1) year of training experience.

This position requires the successful completion of pre-employment background checks including but not limited to:  FBI/Federal Records Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; education/certifications; and driver’s license.


Schedule:

Monday – Friday with some telework and flexible work hours.
