Location: Shanghai, China

Report to: China SCO Director

Direct reports: 1 Contractor

Roles: Trade Compliance, Test of importation(TOI) and Sample management, and inbound logistics management of all finished goods and bulk after HEDA Tolling implementation in China

 

The person is responsible for all trade compliance activities in Organon China, and supports Global Trade Compliance (GTC) to develop trade compliance strategies, representing Organon China in the GTC team and collaborate with COE to driven and implement trade compliance program in China.

 

The person is responsible for all test of importation (TOI) activities and associated purchasing and inventory management of test sample, standard, reagents and other non-commercial products.

 

The person is responsible for inbound logistics management of air or sea shipments from global manufacturing sites.

 

Primary Responsibilities:

Trade Compliance

· Manage all trade compliance operation of imported finished goods and bulk for tolling in China, including inbound declaration, custom clearance, HS code and tariff review, responding to custom’s query, and generating awareness to internal stakeholders on new regulations.

  • Ensure 100% compliance with all applicable government agencies and regulations for existing products, new launches, network change, and etc.
  • Support GTC audit and other audits relating to customs activities and ensure appropriate CAPA are implemented in response to any findings.
  • Serves as a SME and advisor representing Organon China regarding trade compliance, provide insight and interaction with GTC in discussion and sharing of best practices in operations.
  • Identify and drive continuous improvements, mitigate trade compliance risk.
  • Review budget and improve cost efficiency in trade compliance operation.

TOI and Samples management

  • As contact window to testing lab of NMPA or provincial MPA, to manage TOI operations 100% compliance.
  • As contact person to work closely with global SCM, RA, Quality and corresponding functions in Sites to acquire the registration samples, test samples and other non-commercial products for regulatory registration, TOI, new product launches, and etc….
  • Assure the inventory sufficient and mandatory licenses for test samples, reagents, spare parts within effective date, to avoid any disruption on supply.
  • Review budget and improve cost efficiency in TOI and Samples management operation.

Inbound Logistics management

  • Monitoring the operations of inbound air and sea shipments upon arrival, instruct 3PL service provider to assure operation 100% compliance.
    • Closely work with other members in China SCO to improve synergy of operations and improve cost efficiency.
    • Budget review and collaboration with GLS in international shipping budget management.
  • Education Minimum Requirements:
    • Bachelor or Master’s degree in supply chain, logistics, or pharmaceutical, chemicals related.
    • APICS CLTD certification is preferred
  • Required Experience and Skills:
    • 10+ years of trade compliance, and international transportation experience, at least 5 years in pharmaceutical or healthcare industry.
    • International trade acumen including HS code, tariff classifications, customs valuation, license management, incoterm, free trade agreements background.
    • Good communication skills, external relationship management experience, attention to detail, analytical and problem-solving skills
    • Fluent English for work is required.
    • ERP experience, SAP GTC is an advantage
