Job Description
The Human Resources (HR) Generalist reports to the Human Resources Manager and provides comprehensive support across the full scope of HR services at TVHC. The primary focus for this role is leave administration, employee relations, workers’ compensation, ergonomic evaluations, HR HelpDesk inquiries and HR compliance. The Generalist also contributes to onboarding and recruitment activities, I-9 and E-Verify compliance, employment verifications, personnel file management, HRIS data integrity, benefits coordination, payroll-related tasks, and operational support across all TVHC sites.
Schedule: This is a full-time position, working 40 hours per week, typically Monday through Friday, with occasional evening or Saturday hours.

Compensation: $33.10 - $37.37 per hour, depending on experience.

Responsibilities:
- Advises on employee relations issues and manages related documentation and communication, including corrective action and performance matters, ensuring consistency, confidentiality, and professional handling.
- Assists with offboarding and termination processes, including documentation, communication, and record updates.
- Manages the administration and tracking of leave programs (FMLA, CFRA, PDL, ADA and other leave types), including required communication and documentation.
- Oversees all aspects of the workers’ compensation process, including employee communication, documentation, and coordination of return-to-work or modified duty assignments.
- Serves as a knowledgeable resource for employees and supervisors regarding HR policies, procedures, and general inquiries.
- Ensures compliance with federal, state, and organizational requirements, including I-9/E-Verify, mandated reporting, and personnel file standards.
- Manages employment verifications for internal and external requests, ensuring accuracy and timely completion.
- Maintains accurate and organized employee records and participates in regular audits and compliance reviews.
- Partners with the Credentialing Department for the onboarding process for new hires, ensuring all required documentation (e.g., background checks, bilingual testing, physicals, immunization records).
- Works collaboratively with Compliance, and key stakeholders across the organization to facilitate regulatory documentation.
- May participate in recruitment activities such as job postings, interview coordination, candidate communication, and job fairs as needed.
- Manages the processing of referral bonus payments and employee bonuses.
- May assist with onboarding tasks, including pre-employment compliance, document collection, and HRIS setup.
- May provide support for New Hire Orientation activities including preparing orientation packets, coordinating presenters, and ensuring a seamless onboarding experience.
- Ensures required employment documents are completed for new hires, transfers, promotions, and other employment changes.
- Assists with employee badges and may assist with key card access requests.
- May assists with onboarding for volunteers, interns, and students.
- Maintains accurate employee information in the HRIS and ensures data integrity across HR systems.
- May provides general benefits-related guidance.
- Manages the HR HelpDesk inquiries and ensures timely resolution or appropriate routing.
- Processes employee requests such as work schedule agreements, scholarship applications, and educational reimbursement submissions.
- Monitors on-call and temporary staff status to ensure accurate and compliant recordkeeping.
- Supports with HR reporting, data maintenance, departmental meetings notes, office supply management, and cross-organizational projects.
- Assists with HR events, trainings, and internal coordination activities.

- High School Diploma or equivalent required.
- Associate’s degree (AA) in Human Resources, Business, Psychology, Sociology, or a related field preferred.
- Minimum of five (5) years of direct involvement in employee relations, including performance concerns, and corrective action is required.
- Experience and solid of understanding with leave of absence management (FMLA/CFRA/PDL/ADA etc.).
- Working knowledge of California labor laws required.
- Prior work experience within a Federally Qualified Health Center (FQHC) or a unionized environment is a plus.
