The Job:
The Prevailing Wage and CFIUS Compliance Specialist is responsible for monitoring, auditing, and submitting labor compliance documentation to external customers in accordance with prevailing wage requirements under the U.S. Inflation Reduction Act (IRA) and relevant Canadian wage laws. Additionally, this role supports compliance efforts related to foreign investment regulations governed by the Committee on Foreign Investment in the United States (CFIUS). The specialist plays a key role in ensuring accuracy, transparency, and responsiveness in support of existing compliance processes.
Responsibilities:
Prevailing Wage Compliance (U.S. – IRA & Canada)
- Monitor compliance with established prevailing wage standards under the Inflation Reduction Act (IRA) and applicable Canadian federal and provincial regulations.
- Review and audit certified payroll reports, timesheets, apprenticeship participation, and fringe benefit documentation from internal teams and subcontractors.
- Prepare and submit prevailing wage documentation packages to external customers in accordance with project-specific requirements and agreed-upon timelines.
- Maintain accurate logs of submissions, responses, and compliance tracking for audit and quality control purposes.
- Communicate with project managers, subcontractors, and customers to resolve documentation discrepancies or respond to wage-related inquiries.
- Stay current on wage rate updates and jurisdictional requirements in both the U.S. and Canada.
CFIUS Compliance
- Coordinate due diligence processes related to foreign ownership, control, or influence (FOCI).
- Prepare and review CFIUS notices and declarations in coordination with legal counsel.
- Maintain records of CFIUS submissions and government correspondence.
- Assist in the development and maintenance of internal policies and procedures related to foreign investment controls.
- Track developments in U.S. foreign investment law and assess implications for the organization.
General Compliance & Reporting
- Ensure prevailing wage files and CFIUS-related documentation are well-organized and audit-ready at all times.
- Prepare regular compliance summaries or reports for stakeholders.
- Participate in internal audits and support any external or customer-led compliance reviews.
Education or Desired Licenses and Certificates:
- Degree in Business, Compliance, Public Administration, or a related field.
- 1+ years of experience in labor compliance, government contracting, or wage documentation.
- Direct experience with IRA-related wage compliance and/or Canadian prevailing wage laws preferred.
- Familiarity with CFIUS regulatory requirements is a plus.
Skills and Abilities:
- Strong auditing and documentation skills with attention to detail.
- Familiarity with prevailing wage concepts, certified payrolls, and apprenticeship tracking.
- Ability to manage customer-facing compliance communications with professionalism and accuracy.
- Knowledge of foreign ownership regulations and national security review processes.
- Excellent organizational and time management skills.
- Proficient in Microsoft Excel and document management systems; experience with labor compliance platforms (e.g., LCPtracker, Elation) is an advantage.
Travel:
- Upwards of 15%

For candidates in the states of California, Colorado, New York and Washington, the anticipated annual base salary for this role is between $75,000 - $90,000 This range does not include any other compensation components or other benefits that an individual may be eligible for. The base salary offered is dependent upon several factors, including but not limited to job-related skills, qualifications, experience, education, location, or other factors related to the role.
