General Description:
Under direct supervision of the Senior Project Manager, with support from the Department Director, performs work of assisting in design, construction, major renovation, and major maintenance projects from initiation through construction closeout and occupancy including but not limited to: preparing scopes of work, stakeholder engagement, bid document review, and construction oversight. Essential Job Functions:
Assists with the execution of various projects, from request to completion, while meeting all internal standardization requirements and all external state and local jurisdiction requirements.
Meets with internal clients to understand project requests for the purpose of scope drafting. Works closely with Facilities and Maintenance staff for access to space and coordination of work.
Assists with the preparation of written scopes of work, supporting sketches and general specifications to create bid packages for work in various trades.
Assists with the development of project budgets and maintains, updates and verifies this information throughout the course of each project assigned
Assists and supports the Construction Contract Administrator with bid solicitation for the work of the Construction Department.
Works flexible hours to achieve project goals. Night, weekend and/or holiday work may be required to accommodate school schedules.
Prepares and submits regular and updated project status reports, schedules and cost estimates, and maintains project records and documentation. Communicates seamlessly with fellow staff and project stakeholders.
Ensures that project work is carried out and completed in accordance with permit, contract, plans and specification and schedule requirements.
Assists with permit applications, approvals and closeout requirements. Works closely and regularly with county and state organizations such as planning, permitting, inspections, CDOT, VDOT, purchasing, environmental health and safety, parks and recreation, etc.
Performs routine site inspections and field work to ensure and document that specified materials are used and that work is performed in accordance with quality, workmanship and safety requirements.
Has a sound understanding of schedule and coordination, including working requirements in an operating school or critical facility environment.
Is familiar with relevant contract documents, specifications and requirements and applies these as reference during visual observations.
Performs measurements and takes samples on site to make sure that the work and the materials meet prescribed quantity and quality. This may include coordinating with professional engineers engaged for testing and inspection services.
Understands contract quantity and cost requirements and applies this information during the normal course of project work, including invoice review.
Has a general understanding of environmental, health and safety requirements, and discusses shortfalls or observations with the Senior Project Manager and Director.
Assists with timely closeout and documentation of project work.
Performs other duties as required.
Physical Demands:
Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal, and to use a smartphone; to see and read a computer or phone screen and printed material with or without vision aids; hear and understand speech at normal indoor levels, outdoors and on the telephone; speak in audible tones so that others may understand clearly; physical agility to drive, bend, stoop, sit on the floor, climb stairs, walk and reach overhead.
Work Environment:
While performing the duties of this position, the employee regularly works in an office environment and in the field. The noise level in the work environment is quiet to moderate. Other duties of this position require working outdoors in various weather and lighting conditions.
Qualifications:
Knowledge of the principles and practices of project management and engineering, as related to building design, building construction and remodeling; of building construction methods and materials; of local, state and federal laws, ordinances, regulations and codes related to design, construction and remodeling of buildings/facilities. Ability to read and interpret complex plans and specifications; to administer contracts; to analyze and evaluate complex issues, make sound judgements, propose viable solutions and courses of action and establish priorities; to operate a personal computer and related software and other standard office equipment; to communicate effectively orally and in writing; to develop and maintain effective and collaborative working relationships with internal and external clients and vendors. Knowledge, skills and ability in the use of standard office software (Microsoft Word, Excel and Project), cloud-based platforms (Google Drive) and other equipment.
Additional Job Requirements:
High school diploma required. Two- to four-year college degree in a related field are preferred. At least 10 years of experience in construction or a related industry is required. Valid VA Driver’s License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
