Description of Work

The Atlantic Conservation Coalition (ACC) program is a multi-state coalition with North Carolina, South Carolina, Virginia, and Maryland whose mission is to increase carbon sequestration through protection and restoration of the regions’ forests, wetlands, and coastal habitats. The ACC Conservation Finance Analyst This position will be responsible for identifying innovative strategies, policies, and impact partnerships that compliment and leverage existing funding sources for natural climate solutions delivery while also analyzing and developing future focused opportunities and instruments (programs, policies, instruments, etc.) for durable and scalable nature-based investments during the grant program and beyond. This position will be responsible for articulating the business case and economic rationale to drive the adoption, funding, and expansion of nature-based solutions (NBS) in NC and will provide technical assistance to ACC partners as needed. The position will serve as a thought leader on conservation finance and advise the ACC Leadership team.

Key Responsibilities include but are not limited to:
• Expertise in NBS and/or natural resource economics, including conducting benefits cost analyses and return on investment for NBS, and a track record of delivering on projects that influence external stakeholders and decision making.

• Demonstrated experience and familiarity with tools used to finance nature-based solutions (e.g., revolving funds, low-interest loans, guarantees, project finance, or bridge financing), including experience with impact investment structures, debt for nature swaps, and other viable financing models.

• Demonstrated experience gathering and organizing information and ability to clearly convey, present, negotiate complex conservation finance information and ideas in a concise and articulate manner in both written and oral form internally and externally; including the ability to edit, adjusting language or terminology to meet needs of the audience or as appropriate.

• Ability to simultaneously support multiple projects engagements, develop robust economic frameworks and models, research projects, and author high-quality reports and write-ups on relevant topics

Candidates meet the minimum qualifications of this position if they meet the minimum education and experience listed on the vacancy announcement.   • Prior experience working with green banks and community lenders, utilities, financial institutions, companies, and philanthropic organizations to deliver NBS via conservation finance tools.
  • Ability to identify and understand regional conservation finance and associated policy issues, problems, and opportunities, determine a course of action and appropriate solutions, and coordinate actions through implementation.

Position/Physical Requirements 

  • Typical work schedule is Monday-Friday, 8:30am -5:00pm, with flexibility 40 hours a week
  • Typing, writing
  • Talking, expressing or exchanging ideas by means of the spoken word
  • Hearing, perceiving the nature of sounds at normal speaking levels with or without correction
  • Ability to receive detailed information through oral communication. 
  • This position is deemed eligible for hybrid telework under DNCR’s Telework Policy.

This is a time-limited position, subject to funding availability, which may last up to 36 months. Time limited employees are eligible for State Benefits. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment

an equivalent combination of training and experience.

The Atlantic Conservation Coalition office oversees the implementation of the Climate Pollution Reduction Grant (CPRG) award from the U.S. Environmental Protection Agency and reporting for Governor Cooper's Executive Order 305 (An Order to Protect and Restore North Carolina's Critical Natural and Working Lands). The application proposes 24 shovel-ready projects to protect and restore high-carbon coastal habitats and peatlands to maximize carbon sequestration and coastal resilience benefits, and protect, restore, and develop agricultural and forest land, promoting sustainable forestry management practices to increase carbon sequestration.

Veteran’s and National Guard Preference
