Job Description
Manages, coordinates, and assesses the work of assigned staff to facilitate the achievement of the goals and objectives of the Building Services division; directs all operations, activities, and programs within the division; performs other duties as assigned.
The hiring salary for this position is $89,814 - $99,133 annually; full salary range for this position is $89,814 - $154,690 annually

- Manages, coordinates, and assesses the work of assigned staff to facilitate the achievement of the division’s goals and objectives;
- Effectively runs all operations, activities, and programs within the assigned area;
- Provides leadership for the standards, strategies, plans, and objectives of the relevant department or area;
- Proposes programs and policy options;
- Works with the Director of Public Works and Transportation and Department of Finance to develop plans and mechanisms for implementing programs and policies for soliciting and receiving funds;
- Implements guidelines for operating procedures;
- Conducts program assessments to ensure programs are operating effectively;
- Implements and enforces policies and procedures governing the administration of various County administered programs;
- Acts as a liaison between Federal, State, and local governmental agencies whose policies, laws, regulations, and directives impact upon departmental and County activities, operations, projects, and programs;
- Collaborates with other departments and various agencies to enhance service delivery;
- Analyzes technical performance reports, correspondence, and contracts; reviews, evaluates, and makes recommendations regarding areas of responsibility;
- Provides input to budgets based upon approved programs, resource parameters, technological enhancements, and County policies and procedures;
- Ensures that the department is operating in compliance with Federal, State, and local regulatory agencies with regard to safety rules and regulations;
- Increases professional knowledge through attending workshops and conferences, participating in professional associations and activities, and reading professional and local publications;
- Responsible for the direction of various rental contractors in the performance of work on county buildings and property;
- Responsible for the opening and closing of all County buildings including snow removal;
- Ensures building service requests are handled expeditiously;
- Prepares specifications for bids for Building Service projects;
- Performs other duties as assigned.
- Ability to gain advanced knowledge of St. Mary’s County Government policies and procedures;
- Ability to act as a representative of St. Mary’s County Government to the public;
- Knowledge of the principles, practices, and procedures of administrative management and the operations and activities of the assigned area, and the ability to interpret them to the staff and the public;
- Knowledge of governmental fiscal policies, procedures, and legal mandates including the budget process;
- Knowledge of modern research and investigative techniques and procedures;
- Knowledge of relevant laws, statutes, and ordinances of the State of Maryland and St. Mary’s County;
- Ability to keep all relevant parties informed of all major issues and programs and to recommend changes as appropriate;
- Ability to supervise, plan, and coordinate the work of diverse staff in order to accomplish the goals and objectives of the division;
- Ability to review, evaluate, and initiate appropriate action on technical and legal reports, contracts, and documents concerning matters of the division;
- Ability to establish and maintain effective working relationships with county officials, associates, staff, representatives from other agencies, and the general public;
- Ability to operate relevant computer systems, including hardware and software, and office machines;
- Knowledge of the principles of modern building management and maintenance methods;
- Extensive knowledge of all phases of Building Service needs;
- Knowledge in a diversity of fields including carpentry, electrical, plumbing, HVAC and building systems.
- Bachelors degree or;
- Five years or more of related professional experience;
- Management of all facility operating systems, preventive and programmatic capital construction, code compliance, custodial services, safety inspections, security, loss prevention and energy conservation programs;
- Or additional education in specialized technical training, education, and/or experience.
Additional Requirements:
- Must successfully pass background investigation with favorable results;
- Must pass a pre-employment drug test.
