Job Description
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Work Schedule
- 8:30 AM - 5:30 PM Monday - Friday
- Evenings & weekends may be required based on business needs
- Manages the Department of Arts & Culture’s Grants Management division, oversight of the grants program, and management of the contracts staff in the division.
- Leads team in implementation of Arts Funding Guidelines for Nonprofits & Artists via Open Call solicitations and contracting with artists and arts and cultural organizations to include contract compliance and technical assistance.
- Provides direction in implementing the practices and procedures established for contract initiation, monitoring, and compliance.
- Provides for oversight of initiation, monitoring, and compliance projects
- Directs and implements a comprehensive training program for contracting staff in the department or organization.
- Develops annual compliance work plans and objectives.
- Identifies need for and develops improvements to contracting programs, policies and procedures.
- Manages the development of various technological tools and systems related to contracting.
- Trains, evaluates, and supervises assigned employees.
- Performs related duties and responsibilities as required.
- Bachelor's Degree from an accredited college or university.
- Five (5) years increasingly responsible experience in contract management and compliance, including two (2) years of supervisory experience.
- Contracting or related analytical business experience.
- Experience with SAP Systems.
- Knowledge of best practices and strategies exercised in grantmaking in the arts
- Knowledge of grant writing, grant program administration, and grants management.
- Knowledge of contract management standards, planning, solicitation processes, contract monitoring and compliance practices.
- Knowledge of Federal, State, and local laws, ordinances, policies, procedures and regulations pertaining to contracts.
- Knowledge of personnel administration principles and practices.
- Knowledge of supervisory practices, procedures, and techniques.
- Skill in utilizing a personal computer and associated software programs.
- Ability to operate a computer keyboard and other basic office equipment.
- Ability to understand contract management data, documents, and reports.
- Ability to understand and interpret financial and cost accounting data.
- Ability to work independently and perform contract services projects from inception to completion.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, vendors and contract service providers, and the general public.
- Ability to maintain confidentiality of information.
- Ability to perform all the intellectual and analytical requirements of the position, including decision-making.
