GENERAL DESCRIPTION:
The Program Manager will manage the program waiting list by coordinating with management agents, Referral Agents and applicant households. Work involves performing advanced (senior- level) consultative services and technical assistance work by planning, developing and implementing the Section 811 PRA Program. Performs services and technical assistance to program staff, governmental agencies, and community organizations. The Program Manager provides direction to others while working under limited supervision, with considerable latitude for the use of initiative and independent judgment.
SPECIFIC JOB RESPONSIBILITIES:
§ Manages the property waiting lists for the Section 811 PRA Program
§ Trains, assigns, and prioritizes the work of others members of the Waitlist team.
§ Engages extensively with external partners, representing the Department in a variety of forums
§ Conducts training to property management staff, peer state agency employees and Referral Agents
§ Educates Referral Agents from Managed Care Organizations, Department of Family and Protective Services, Local Mental Health Authorities, Local Behavioral Health Authorities, and Local Intellectual and Developmental Disability Authorities, and others on how to operate the Section 811 PRA Program
§ Provides applicant referrals to participating properties filling eligible vacancies
§ Serves as a liaison between Referral Agents and participating properties to overcome barriers to housing, including resolving issues related to service coordination, service provider hand-offs, continuity of care, housing readiness and reasonable accommodation
§ Leads the Waiting List Management process by ensuring waiting lists are audited, and communicates with applicants and data entry is completed
§ Serves as program lead resolving complaints submitted through the TDHCA Complaints system
§ Follows up on referral outcomes, communicating with applicants, properties, and Referral Agents
§ Leads customer service for program applicants, Referral Agents and property managers
§ Responsible for providing regular communication about program changes, updates and other critical information to the Referral Agent network
§ Maintains ongoing communication with properties to fill vacancies, respond to turnover, and receive applicant rejections and terminations
§ Collects, organizes, and analyzes tenant applications
§ Manages access to the Section 811 secure server for the transfer of sensitive documents
§ Analyzes performance data and suggests changes to policies and Department rules
§ Engages with participating Section 811 PRA program properties to compile information to educate clients on their choices
§ Provides back-up as-needed to Director, Program Coordinator and Administrators
§ Coordinates with participating Texas Health and Human Services and Department of Family and Protective Services
§ Organizes regular meetings with TDHCA’s program partners -Texas Health and Human Services and Department of Family and Protective Services
§ Becomes proficient in the content of the Interagency Agreement with Texas HHSC and collaborates and maintains strong working relationships with the other state agencies that are party to the Interagency Agreement
§ Educates applicants on their rights and responsibilities before they engage with participating properties to ensure timely occupancy of units.
§ Works on special projects and performs other duties as required
§ Executes data entry associated with making the referrals
§ Helps develop ad interpret state and federal housing regulations and policies
§ Prepares and compiles Rental Assistance Contracts as needed
§ Performs related work as assigned
EDUCATION/EXPERIENCE:
§ Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.
§ Knowledge of local, state, and federal laws related to HUD programs; public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques; and program management processes and techniques.
§ Prefer experience working directly with low-income households, particularly in the area of housing location and/or leasing.
§ Diverse experience with market-rate multifamily property management may substitute for experience administering subsidized project based housing programs.
§ Diverse experience administering non-housing public benefit or human services programs may substitute for experience administering affordable housing programs.
§ Prefer experience working with people with disabilities.
KNOWLEDGE, SKILLS AND ABILITIES:
§ Skill in identifying measures or indicators of program performance and the use of a computer and applicable software.
§ Skill in effective verbal and written communication of technical information.
§ Skill in working directly with populations experiencing barriers to affordable, accessible, and integrated housing.
§ Knowledge of local, state, and federal laws governing affordable housing programs, such as Project-Based Section 8 or operating a Section 811 program.
§ Knowledge of the property management lease-up process.
§ Skill in implementing or monitoring the occupancy requirements and procedures governing HUD-subsidized housing programs or multifamily properties.
§ Strong interpersonal communication skills and written communication skills. Ability to demonstrate facilitation and presentation skills.
§ Ability to work collaboratively in team and peer work structures.
§ Ability to perform recurring detailed documentation reviews.
§ Ability to understand and correctly implement technical assistance from federal and oversight agencies on both program and HUD data systems.
§ Ability to maintain a good working relationship with state agency peers, federal agency oversight administrators, community groups, advocates for persons with disabilities, and administrators of TDHCA programs.
§ Knowledge of rent and income determinations of applicants and Enterprise Income Verification eligibility related to HUD-subsidized housing programs.
§ Ability to prepare reports, to analyze data, and to operationalize laws and regulations.
PHYSICAL REQUIREMENTS:
· While performing the duties of this job, the employee is regularly required to speak and listen. The employee is frequently required to walk; stand; climb stairs; sit; use hands to use or handle office tools and equipment, including telephone and computer; and reach with hands and arms. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include ability to adjust focus for work with computers and peripheral vision and depth perception for driving.
OTHER:
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
