The Delivery Lead is accountable for end-to-end delivery across one or more value streams, leading persistent, cross-functional squads to deliver business and technology outcomes aligned to strategic priorities. The role ensures delivery excellence across all stages of the SDLC, balancing scope, time, cost, quality, and risk.
Operating within a scaled Agile model, the Delivery Lead drives structured quarterly (PI) planning, execution, and continuous improvement of squads working under Scrum practices. The role also plays a critical coordination function—actively managing dependencies across internal QBE teams and external third parties to ensure integrated and timely delivery.
As a servant leader and coach, the Delivery Lead fosters high-performing, self-managing teams while maintaining strong governance through effective RAID management, financial oversight, and transparent delivery reporting.

Responsibilities:

  • End-to-End Delivery Leadership
    • Accountable for successful delivery across all stages of the SDLC (propose, discover, design, deliver, embed and evolve)
    • Ensure alignment of delivery outcomes to value stream objectives and strategic priorities
    • Manage scope, schedule, budget, quality, and risk across initiatives and squads
  • Agile Delivery & Squad Leadership
    • Lead and support persistent squads operating under Scrum practices, ensuring effective cadence and discipline across ceremonies
    • Act as Scrum Master where required, facilitating stand-ups, sprint planning, reviews, and retrospectives
    • Coach teams to become self-managing, high-performing, and outcome-focused
    • Remove impediments and optimise delivery flow and team efficiency
  • Scaled Agile Planning & Execution
    • Lead and coordinate quarterly (PI) planning, ensuring clear objectives, priorities, and cross-team alignment
    • Translate strategic priorities into actionable delivery plans across squads
    • Maintain and track delivery plans, milestones, and commitments across planning horizons
    • Monitor delivery performance against PI plan and adjust as required
  • Dependency & Stakeholder Management
    • Identify, manage, and coordinate interdependencies across value streams, internal QBE teams, and third-party vendors
    • Build strong relationships with business stakeholders, technology teams, and external partners
    • Ensure alignment and synchronisation of delivery across all contributing parties
  • RAID Management & Governance
    • Maintain robust RAID (Risks, Assumptions, Issues, Dependencies) management practices
    • Proactively identify, manage, and escalate risks and issues with clear mitigation and resolution plans
    • Ensure compliance with delivery governance, risk, and control frameworks
  • Financial & Funding Management
    • Manage initiative and value stream funding, including budget tracking, forecasting, and financial reporting
    • Ensure efficient allocation and utilisation of funding aligned to delivery outcomes
    • Support business casing and funding approvals as required
  • Reporting & Communication
    • Produce clear, concise, and accurate delivery status reporting for stakeholders and executives
    • Provide transparency on progress, risks, dependencies, and financial performance
    • Support governance forums, steering committees, and executive reporting
  • Continuous Improvement
    • Drive continuous improvement across delivery practices, tools, and team performance
    • Use delivery metrics to improve outcomes
    • Contribute to uplift of delivery maturity across the organisation

Work Experience:


Necessary Work Experience includes:

  • Proven experience in a Delivery Lead, Programme Manager, or Senior Scrum Master role within complex technology environments
  • Demonstrated experience leading end-to-end delivery across multiple initiatives or value streams
  • Strong hands-on experience working within Agile and scaled Agile delivery models
  • Experience leading or coordinating quarterly (PI) planning or equivalent large-scale planning cycles
  • Experience acting as a Scrum Master, including facilitation of ceremonies and team coaching
  • Proven capability managing RAID items and resolving complex delivery risks and dependencies
  • Experience producing delivery reporting for senior stakeholders and governance forums
  • Demonstrated experience managing budgets, funding, and financial tracking
  • Strong stakeholder management across business, technology, and third parties
  • Experience coordinating delivery across multiple teams and external vendors

Preferred Work Experience includes:

  • Experience working within large, complex or regulated environments (e.g., insurance or financial services)
  • Exposure to scaled Agile frameworks (e.g., SAFe or equivalent)
  • Experience working within value stream-aligned operating models
  • Familiarity with tools such as Jira, Confluence, and delivery reporting dashboards
  • Experience lifting delivery capability and embedding best practice frameworks
  • Experience supporting audit, risk, and compliance requirements within delivery
  • Strong understanding of SDLC governance, controls, and assurance processes

Qualifications:


Necessary Qualifications include:

  • Tertiary Degree or equivalent combination of education and work experience.
  • Certified Scrum Master (CSM), Professional Scrum Master (PSM) or SAFe Scrum Master.
