Job Description

Job Summary:

The EBOP and Electrical Engineering Manager will oversee all engineering and design aspects of project grid interconnection, ensuring that renewable energy facilities are designed, constructed, and commissioned in full compliance with NGCP, MERALCO, DU/EC, and WESM requirements.
The role focuses on transmission line design preparations, EPC design reviews, attendance to regulatory agencies as technical resource person including support in the preparations of necessary studies/analyses required by different agencies.
The position requires strong technical grounding in substation and transmission line design, a solid grasp of PGC/PDC, DOE and ERC regulatory requirements, and WESM Rules, and the ability to coordinate with NGCP, DU/EC, ERC, DOE, and IEMOP.

Key Responsibilities:

Electrical Design and Technical Oversight

  • Lead the design and engineering development of high-voltage transmission lines, substations, switching stations, and grid interconnection facilities for renewable energy projects.

  • Manage conceptual to detailed engineering activities, ensuring compliance with Grid Codes, utility requirements, international standards, and company specifications.

  • Oversee transmission routing studies, substation layouts, electrical studies, and technical optimization to improve reliability, constructability, and cost efficiency.

  • Review and approve engineering deliverables, including technical specifications, design calculations, drawings, BOQs, protection and control schemes, and grounding designs.

  • Support project development activities, including feasibility studies, CAPEX estimates, permitting, land acquisition, and interconnection applications.

  • Coordinate with NGCP, DUs/ECs, regulatory agencies, consultants, and EPC contractors on technical requirements and approvals.

  • Support tendering, procurement, construction, and commissioning activities through technical reviews, bid evaluations, design change management, and issue resolution.

  • Lead technical risk assessments, value engineering initiatives, and continuous improvement efforts to enhance engineering quality and project delivery.

Regulatory and Compliance Management

  • Manage technical permitting and regulatory submissions related to transmission and grid interconnection facilities.

  • Coordinate with DOE, ERC, NGCP, DUs/ECs, and LGUs to secure timely approvals and maintain compliance with regulatory requirements.

  • Monitor approval timelines and resolve technical or regulatory issues affecting project execution, commissioning, and commercial operations.

Project Coordination and Interface

  • Coordinate technical interfaces, engineering deliverables, schedules, and ROW-related activities for transmission development and construction.

  • Work closely with Development, Land Acquisition, Construction, Operations, and Commercial teams to ensure alignment of technical and project requirements.

  • Participate in technical meetings, site inspections, and design reviews to resolve engineering and constructability issues.

Standards, Quality, and Continuous Improvement

  • Maintain up-to-date knowledge of NGCP and DU/EC technical standards, ERC/DOE regulatory frameworks, and WESM operational and metering requirements.

  • Ensure all grid integration activities comply with the Philippine Grid Code, Distribution Code, WESM Rules, and relevant international standards (e.g., IEEE, IEC).

  • Provide input to internal engineering standards, design templates, and process improvements based on project learnings.

Pre-requisites:

  • Bachelor’s Degree in Electrical Engineering (Registered Electrical Engineer required).

  • 8–12 years of relevant experience in grid interconnection, substation/transmission line design and construction.

  • Proven experience in EPC design review for substation and transmission line projects.

  • Familiarity with power project development works and processes.

  • Knowledgeable in interpreting SLDs, protection schemes, and engineering design drawings.

  • Excellent coordination, documentation, and stakeholder management skills.

  • Willingness to conduct site visits and interface directly with utility representatives and contractors.

  • Experience with 500 kV substations and transmission lines is a strong advantage.
