Description of Work

This is an anticipated vacancy as of July 31st, 2026.

This posting is open to current State of North Carolina employees and RIF candidates with priority reemployment rights under G.S. 126.

Position currently qualifies for a telework option. Telework options are subject to change at the discretion of management.

The primary purpose of this role is to serve as the Department’s subject matter expert in the areas of classification and compensation, which includes maintaining a proper classification and compensation system for over 2,000 positions, many of those unique to the Agency, through position management, organizational design, and acting as a strategic business partner with management.

Classification activities include the design and establishment of new positions, reallocations of existing positions, classification studies, equity and labor market studies, salary administration, bonuses, position FLSA designation, position time settings, and organizational structure review. This position is also responsible for the evaluation, analysis, and approval of in-range salary adjustments. Position will provide consultation and technical assistance regarding organizational and job design and internal equity issues. Position will train management and employees in new and existing classification and compensation programs, organizational design, and special projects. Position will run a wide variety of reports and analyze data to provide management information and make strategic recommendations. Position will conduct classification/compensation meetings and provide classification/compensation expertise as needed.

This role is also responsible for working with the Office of State Human Resources (OSHR) to create new class specifications and make suggestions for changes to existing class specifications.

Position serves as Agency initiator and approver in the Integrated HR-Payroll system, processing and approving Personnel Administration (PA) and Organizational Management (OM) actions. Serves as Agency HR liaison on classification/compensation initiatives and department-wide and/or state-wide projects.

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $63,927 - $98,000

  • Experience conducting complex/comprehensive classification/compensation studies while considering organizational needs and maintaining equity.
  • Experience conducting job evaluations and analyzing compensation data to prepare clear and concise written/verbal reports and findings.
  • Experience working on multiple tasks, organizing priorities, and meeting deadlines in a fast-paced environment.
  • Demonstrated experience in independently organizing and planning work and applying sound judgment to effectively communicate complicated issues.
  • Experience working in an HRIS and HCM to include initiating/approving actions, generating reports, maintaining position descriptions, and analyzing data.

Minimum Education and Experience

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience.
