Design & Quality Management: Oversee the review and approval of complex design packages, technical specifications, and engineering drawings. Ensure absolute compliance with Parsons’ quality management systems, international codes, and local client standards.
Technical Governance: Serve as the final technical authority on complex engineering challenges, value engineering proposals, and risk mitigation strategies.
Interface Management: Coordinate seamlessly between the client, project management leadership, procurement teams, and external subcontractors to resolve technical interfaces and design bottlenecks.
Resource & Budget Oversight: Manage engineering department budgets, resource allocation, and staffing schedules to optimize productivity across multiple concurrent project phases.
Stakeholder Delivery: Present high-level engineering briefs, project progress reports, and technical solutions directly to senior client executives and regulatory stakeholders.
What Required Skills You'll Bring
Education: Bachelor’s degree in Civil, Mechanical, Electrical, or structural Engineering from an accredited institution. A Master’s degree in Engineering Management or Business Administration is highly desirable.
Experience: Minimum of 20 years of progressive engineering and design experience, with at least 8–10 years in a senior management role overseeing large-scale infrastructure, smart cities, or mega-projects, preferably within the Middle East.

What Desired Skills You''ll Bring
Technical Skills: Comprehensive knowledge of multidisciplinary design integration, modern building systems, BIM (Building Information Modeling) workflows, and advanced engineering software ecosystems.
Soft Skills: Exceptional leadership, diplomatic communication, and strategic decision-making capabilities. Proven track record of managing massive, multicultural engineering teams under tight deadlines.
