• Delivering and reporting on the flexible finance provided by MFAT;
• Developing/updating national climate change plans and reporting frameworks;
• Developing and investment-ready pipeline of projects;
• Delivering climate change priorities;
• Improving climate finance reporting; and
• Accessing a broader range of climate funding.

The Opportunity
The objective of this role is to support the Director of Utilities to plan, coordinate, and deliver a coherent program of priority water and wastewater projects in Niue, strengthening climate resilience, water security, and essential service delivery over the short to medium term.
Roles and Responsibilities
The Water Program Manager will be responsible for the following:
1. Program coordination and management
• Support the Director of Utilities to plan, coordinate, and manage a portfolio of priority water and wastewater projects as a single, coherent program.
• Develop and maintain integrated workplans, schedules, and delivery priorities across concurrent projects, aligned with funding agreements and implementation timelines.
• Track progress against agreed milestones and budgets, identifying emerging risks, dependencies, and delivery constraints and supporting timely mitigation.
• Facilitate effective communication, issue resolution, and practical problem solving across the water program.
2. Procurement, recruitment, and contract administration
• Manage and coordinate procurement and recruitment processes required for water projects, including preparation of scopes, TORs, RFQs/RFTs, evaluations, and contract documentation, in line with donor and Government of Niue requirements.
• Support effective contract management for consultants, contractors, and service providers, including monitoring deliverables, variations, and performance issues.
3. Donor compliance, reporting, and safeguards
• Ensure consistent application of donor and Government of Niue requirements related to financial management, reporting, safeguarding, and accountability across funded projects.
• Coordinate preparation of progress reporting, inputs to donor updates, and briefings for senior stakeholders, in collaboration with the Director of Utilities and delivery partners.
4. Capability support and handover
• Provide light-touch, on-the-job mentoring to Water Unit staff in practical aspects of project and program management (e.g work planning, tracking, procurement processes, reporting, and risk management) through support on live tasks and processes, to strengthen day-to-day capability without impacting operational delivery.

About You
Selection Criteria
• Postgraduate qualification in water resources management, environmental or civil engineering, or a related field; or equivalent professional experience.
• Demonstrated experience in program or project management of water, wastewater, or infrastructure projects.
• Experience managing procurement, recruitment, and contracts, including preparation of TORs and RFQs/RFTs.
• Familiarity with donor funded project requirements, including reporting, financial accountability, and safeguards.
• Strong coordination and communication skills, with the ability to work effectively with government counterparts and delivery partners.
Desirable
• Experience working in small island, Pacific, or remote contexts.
• Experience providing practical, on-the-job mentoring or support to government or utility staff
