Operations and Strategy (O&S) provides support services to help CDHS's offices, divisions and programs achieve their goals and make our agency as efficient, effective and impactful as possible. It also ensures the operational efficiency and effectiveness of CDHS by crafting and executing the Department's strategic plan and provides oversight of related work stream priorities. 

The Division of Business Innovation, Technology and Security (BITS) helps CDHS streamline processes to better create alignment across our organization as well as help CDHS build a culture of operational excellence. Our team works to ensure that the technology at CDHS aligns with the department’s strategic goals and supports operational and business needs.

Purpose of this Position
As a member of the BITS/Health Information Technology (HIT) Team, the position is responsible for analyzing and administering identity security access for MHH, OCFMH and FSD employees, students, and contractors. The position is responsible for ensuring that customer LAN, Google, BEHR and other internal web access and legacy system accounts are established in an accurate and timely manner, and adhere to HIPAA privacy and OIT access protocols. The position participates in assigned routine and ad hoc projects and various meetings. The position collaborates with various functional teams within the BITS/HIT team, OIT staff and employee groups for providing proper access and security for the network, remote access, Windows Active Directory, BEHR (Behavioral Electronic Health Record) system, and several legacy and/or agency applications. The position provides instruction, guidance and assistance for staff experiencing difficulties with their online accounts. The position facilitates the configuration and maintenance of hardware in support of the BEHR system, including barcode scanners, label printers, and 24/7 “downtime” backup laptops. The position analyzes backend BEHR system reports for malfunctioning faxes and notifications and completes analyses of HIPAA electronic privacy reports as assigned

Primary Job Duties
Identity Access Management (“IAM”) System
  •  Initiates and creates user security access requests for the MHHs (CMHHIP & CMHHIFL), OCFMH and Forensic Services staff for LAN and Google account access based on user requirements, discipline and work location(s) upon hire or when their personnel profile changes.
  • Responds to inquiries from users or OIT Help Desk tickets for action.  Formulates resolution when issues cannot be solved immediately.
  •  Compiles, organizes and reconciles user information relating to agency license limits.  
  • Deactivates user access when employees or students leave service or transfer to other state agencies.
  • Requests additional Active Directory (AD) security group access on behalf of existing users. Monitors the status of these tickets and communicates completion when the action is finalized.
  • Collaborates with OIT Security Control Center for unusual requests or concerns.
  •  Provides instructions, guidance and procedural information to staff, supervisors and managers regarding access requirements and options.
  •  Assists staff to map their individual network drives. 
  • Provides assistance to staff on using Active Directory network and network drives

BEHR & Hospital/Ancillary System User Access
  • Initiates BEHR user security access requests for MHH (CMHHIP & CMHHIFL) staff, Forensic Services staff and students based on user requirements, discipline, charting needs and work location(s). This process is started for new employees or when an employee’s role changes. For example, the position submits a modification for BEHR access when an employee promotes to a licensed position resulting in a different level of direct care responsibility.
  •  Ensures users are appearing in Active Directory, which is a conduit to Citrix and BEHR systems.  The position verifies membership profiles are active, user roles are accurately applied and the correct ID and organizations are selected.
  •  Responds to inquiries from users or OIT Help Desk tickets (which have been forwarded to the BITS/HIT team) for action.  The position contacts the employee directly to understand circumstances with login or system problem(s) and provides instructions or assistance as needed. If the problem cannot be resolved quickly, the position interfaces with OIT or BITS/HIT team developers to relay problem and initiate a solution. 
  • Compiles, organizes and reconciles user information relating to system license limits.  
  • Deactivates user access in BEHR “Build” or “Prod” systems when employees and students transfer or leave service.
  •  If a user reports a problem with their password, the position troubleshoots and resolves the problem

BEHR Support & Device Configuration
  • Organizes and improves processes for implementing, tracking, managing, and testing hardware devices (printers, scanners, hand held devices, etc.) in support of BEHR. 
  • Attains and maintains a broad understanding of BEHR and its supporting applications in order to provide in person or remote assistance and support to end users when they encounter problems or issues.
  • Responds to inquiries from users or OIT Help Desk tickets (which have been forwarded to the BITS/HIT team) or reports directly from end users for action. The position contacts the employee directly to understand circumstances with login or system problem(s) and provides instructions or assistance as needed. The position conducts initial troubleshooting and collects information pertaining to the problem. If the problem cannot be resolved quickly, the position interfaces with OIT or other BITS/HIT team developers to relay problems and initiate a solution.
  • The position is responsible for configuring and maintaining hardware that is used in support of the BEHR system, which includes barcode scanners, label printers and 24/7 “downtime” (backup) laptops. These peripheral devices are located at the mental health hospitals (CMHHIP and CMHHIFL) on every patient unit and in designated departments, such as the labs, pharmacies, admissions departments, etc. 
  • Collaborates with other members of the BITS/HIT team to monitor and troubleshoot errors listed on the RRD Report Queue app, which is a backend module of the BEHR system

HIPAA Electronic Privacy Compliance Liaison
  • The position must schedule individual meetings with staff when electronic HIPAA privacy incidents are reported.  Following the interview, the position must prepare a summary report based on verbal information, documentation and findings.
  • Position may be required to conduct investigations pertaining to HIPAA violations within the chart that will require the use of several specialized backend tools and functions within the EHR
  • Provide ad hoc or structured training on PHI and HIPAA policies and procedures to staff, supervisors or managers, either following a reported incident or upon request.
  • Attend management meetings to strategize on HIPAA privacy policies and prevention of disclosures

Experience Only:

Six (6) years of relevant experience in Data Entry, Data Analysis, Computer Science, CIS or Excel.

OR

Education and Experience:
A combination of related education and/or experience in Data Entry, Data Analysis, Computer Science, CIS, or Excel equal to the six (6) years.

CDHS Selection Process Explanation
Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
