The Director of Domestic Violence and Sexual Assault Programs provides executive-level leadership, strategic direction, and oversight for all agency programs serving survivors of domestic violence and sexual assault in Greater Prince William. This position is responsible for ensuring high-quality, trauma-informed, survivor-centered services; managing program operations; supervising staff; supporting grant applications and reporting and strengthening coordinated community response efforts across systems including law enforcement, courts, healthcare, and community partners. The Director ensures compliance with all grant requirements, oversees program budgets, and leads efforts to expand services, improve outcomes, and sustain or increase funding.

Position Title and Department: Director of Domestic Violence Services and Sexual Assault, Domestic Violence and Sexual Assault

Salary: $90,000.00 ($1000 additional per year for bilingual capability in English and Spanish, French or Arabic and $1000 additional per year for additional degree of value to ACTS.)

Reports to: Chief Operations and Programs Officer

Hours per week and Schedule: 40 hours; Monday – Friday, 9am – 5pm

Supervisory Responsibilities:  

  • Supervises staff responsible for domestic violence (DV) and sexual assault (SA) services.
  • Ensures appropriate staffing levels, training, and professional development opportunities.
  • Provides leadership, coaching, and performance management to ensure operational excellence.
  • Oversees volunteer and internship programs as applicable.

  1. Provides overall leadership and strategic direction for domestic violence and sexual assault programs.
  2. Develops, implements, and evaluates program goals, policies, training, and service delivery models.
  3. Ensures all services are trauma-informed, survivor-centered, culturally responsive, and aligned with best practices.
  4. Leads continuous quality improvement efforts across programs.
  5. Oversees agency participation in sexual assault Coordinated Community Response (CCR) initiatives in collaboration with CCR & Lethality Assessment Program (LAP) leadership.
  6. Serves as executive representative in partnerships with law enforcement, prosecutors, courts, hospitals, and advocacy organizations.
  7. Provides oversight of high-risk response initiatives, including the Lethality Assessment Program (LAP) and related safety intervention models.
  8. Ensures effective coordination of multidisciplinary responses to high-risk domestic violence and sexual assault cases.
  9. Develops and manages program budgets in collaboration with finance leadership.
  10. Monitors expenditures to ensure fiscal responsibility and compliance with grant and agency requirements.
  11. Identifies funding gaps and supports sustainability planning.
  12. Ensures compliance with financial reporting requirements.
  13. Oversees all grant-funded DV and SA programs, including federal, state, and local funding streams.
  14. Ensures compliance with VOCA, VAWA, FVPSA, and other relevant funding requirements.
  15. Supports grant writing, reporting, monitoring, and renewal processes.
  16. Utilizes program data to demonstrate outcomes and support funding retention and expansion.
  17. Oversees program data collection, tracking, and reporting systems.
  18. Ensures accurate reporting of service outcomes, client demographics, and program impact.
  19. Uses data to inform program improvements, strategic planning, and funder reporting.
  20. Presents program performance reports to the Chief Operations and Programs Officer.
  21. Represents the agency in community coalitions, task forces, and public forums.
  22. Builds and maintains strong relationships with community partners and stakeholders.
  23. Leads public awareness and education initiatives related to domestic violence and sexual assault prevention and response.
  24. Serves as a spokesperson for agency programs as needed.
  25. Oversees development and delivery of training for staff, volunteers, and community partners.
  26. Ensures ongoing professional development in trauma-informed care, advocacy, and high-risk response.
  27. Promotes best practices in victim services and multidisciplinary collaboration.
  28. Completes 40 hours of sexual and domestic violence intervention training (provided by ACTS the first year) and other essential internal and external training as required.

Required Knowledge, Skills, and Abilities:  

  • Strong knowledge of domestic violence and sexual assault dynamics, trauma-informed care, and survivor-centered practices.
  • Ability to lead complex, multidisciplinary programs and high-risk response initiatives.
  • Skills in program development, evaluation, and continuous quality improvement.
  • Financial management and budget oversight skills.
  • Knowledge of federal and state grant requirements (VOCA, VAWA, FVPSA).
  • Strong data analysis, reporting, and program evaluation skills.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to build and maintain strategic partnerships across systems.

Preferred Knowledge, Skills and Abilities:  

  • Experience working within Coordinated Community Response (CCR) models.
  • Advanced experience in grant management and compliance.
  • Experience in public speaking and community engagement initiatives.

Education and Experience:  

  • Master’s degree in social work, public administration, criminal justice, counseling, or related field (or equivalent experience).
  • Minimum 7–10 years of progressive leadership experience in domestic violence, sexual assault, or victim services.
  • At least 4–7 years of supervisory or program management experience.
  • Demonstrated experience managing federal/state grants and program budgets.
  • Strong knowledge of trauma-informed care and victim advocacy principles.
  • Certification or training in domestic violence or sexual assault advocacy.

Preferred Qualifications:  

  • Experience in Coordinated Community Response (CCR) models.
  • Experience with Lethality Assessment Program (LAP) or other high-risk intervention frameworks.
  • Experience with Risk Identification and Screening, Multidisciplinary Response (MDT) models, High-risk Case Review and Triage, Safety Planning and Advocacy Intensification, Information Sharing Protocols, and Accountability and Offender-Focused Strategies.
  • Experience working directly with law enforcement, courts, or multidisciplinary teams.

Work Environment  

  • Office-based leadership role with frequent community engagement.
  • Attendance at evening meetings, coalition events, and crisis response coordination as needed.
  • Occasional on-call availability for high-risk or critical incidents.

Physical Requirements:  

  • Prolonged periods of sitting at desk and working on a computer
  • Must be able to lift up to 15 pounds at times.
